It is respectfully recommended that the General Purpose & Administration
Committee recommend to Council the following:-
1. That Report No. CS -33 -89 be received;
2. That appropriate staff be authorized to initiate changes in the
By -Law 79 -104 to permit up to 6 ash internments for a vacant lot
or a lot occupied by a single or double casket;
3. That Schedule A be approved and adopted by Council effective
January 1, 1990; and
4. That Report CS -33 -89 and By -Law 79 -104 as approved be forwarded to
the Ministry of Consumer and Commercial Relations for endorsement of
the revised fee schedule and changes to By -Law 79 -104.

l.I The operation o± both the Bowmanville and Bond Head Cemeteries are
controlled under the Provincial Cemeteries Ant and By-Lew 79-104. This
By-Law directs the maintenance management, regulation and control of
cemeteries in the Tnwu of Newcastle. At present this By-Lew permits
up to two burials per lot.

2.1 Staff has in the past few months received comments from local funeral
bcunee concerning the By-Law and its restriction of two burials per lot.
Those comments suggested that with the increased acceptability of
cremation, a more permissive approach should be considered such as
11permit two full casket burials and up to eight cremation urns".
2.2 A section within the BowmanviIle Cemetery has been reserved exclusively
for burial of cremation urns. The two foot square lots permits markers
oD to 16 by IO inches laid flush to the gzVou8. Some clients may prefer
a common grave to serve a number of cremated family members. If a
grave for ashes is approved the graves under the present By-Law could be
identified by a common monument.
2.3 The standard lot size io9feet by3feet. Allowing for the maximum
size monument permitted the remaining apace for internments would be 7
feet 10 inches by 3 feet. In consideration of the variety of shapes,
sizes of ucoa and the limited space to perform the excavation it is our
recommendation that if Council views it desirable, up to 6 ash burials
at single depth be permitted in a vacant lot 'or a lot occupied by a
single or double casket buriaf. A burial plot initially used for ash
burial may not later be used for casket burials.
3.0 FEE SCHEDULE:
3.1 The 1988 Audit Report has identified that the Fee Structure has remained
unchanged since 1986. It is now timely and appropriate to review and
revise the fee structure in preparation for the I990 Current Budget
Submission (Schedule J\ attached).

3.2 In the four years since the last fee review, inflation has averaged
+ 5%. The suggested fee structure is based upon four years x 5% = 20%
adjustment and rounded upward to the next $5.00 where appropriate.
4.0 MINISTRY APPROVAL:
4.1 The Ministry of Consumer and Commercial Relations administers the
Cemetery Act. Under Regulation 15 m "by-law rules or regulations made
by the owners of cemeteries be approved by the Ministry". The proposed
changes to the by-law regarding ash burials and the adjusted fee
structure requires Ministerial approval before enactment.
