TO y w TOWN OF NEWCASTLE REPORT File #6 Res. # 8y -Law # GENERAL PURPOSE AND ADMINISTRATION APRIL 2, 1990 CS -08 -90 FILE #: MARCH BREAK 1990 PROGRAM REVIEW RECOMMENDATIONS: It is respectfully recommended that the General Purpose & Administration Committee recommend to Council the following:- 1. That Report No. CS -08 -90 be received for information. 1.0 BACKGROUND: 1.1 For the seventh consecutive year Newcastle children enjoyed a wide variety of recreational opportunities during their Annual March Break. 1.2 A total of 1,480 children and their parents took advantage of their extra leisure time by participating in the March Break packages and /or open swims and skating sessions. Programs, as outlined in Schedule 1 were developed in cooperation with the Visual Arts Centre And the Newcastle Public Library to provide educational, cultural and physical activities. In addition to the 587 participants in the main "day" package programs, "open" activities were also available to provide flexibility and less structure to those who desired these opportunities (approximately 893 participants). ../2 901 REPORT CS -08 -90 - 2 - APRIL 2, 1990 2.0 STAFFING: 2.1 Staffing for this program was comprised primarily of aquatic staff who were also on their March Break. Parents as well as individuals from the Community Service Order Program provided 116 volunteer hours to assist staff in implementing the March Break package programs. 2.2 Special resource people were also involved in the packages to enhance the quality and variety of the program. Resource people included the Ganaraska Forest Centre staff, Visual Arts Centre instructors, Cartoonist Michael Lodge, the Bashful Bows Square Dance Club and the professional Erewhon Theatre Group. 3.0 BUDGET: 3.1 As in past years, the intent of this program is to provide opportunities through a break -even budget whereby the revenues collected for the program will offset direct expenses incurred. 4.0 SUMMARY: 4.1 The success and popularity of this annual event continues to reinforce staff's position that these programs are very important in providing opportunities to residents with additional leisure time. This type of programming will be enhanced in the future as a result of Council's recent approval for a Program Manager position in the 1990 Budget.
