TOWN OF NEWCASTLE REPORT File #�C Res. # By -Law # MEETING: GENERAL PURPOSE AND ADMINISTRATION DATE: APRIL 2, 1990 REPORT #: CS -09 -90 FILE #: ROTARY CLUB OF BOWMANVILLE SOPER CREEK PROJECT - RESOLUTION # C- 618 -85 RECOMMENDATIONS: It is respectfully recommended that the General Purpose & Administration Committee recommend to Council the following:- 1. That Report No. CS -09 -90 be received for information. 1.0 BACKGROUND: 1.1 In November of 1985 communication was received by the Rotary Club of Bowmanville requesting the Town's involvement in projects related to improvements at Soper Creek Park. 1.2 Direction was given to the then Chief Administrative Officer to review and report back to the General Purpose and Administration Committee. 1.3 This matter has been brought to the attention of current staff through a review of outstanding items requiring action. Subsequently, the Director of Community Services met with Mr. Pat Mothersill, President of the Rotary Club of Bowmanville to investigate the feasibility of the proposal at this time. 1.4 It was decided that because of the time frame and other commitments of the Rotarians that they wish to withdraw the initial request for a joint development of Soper Creek Park (Attachment #1). ../2 9 r) REPORT CS -09 -90 - 2 - APRIL 2, 1990 2.0 C01 MNT : 2.1 For the information of Committee, the feasibility of developing a park /picnic area on the northern extension of the Soper Creek Park immediately south of Highway #2 was reviewed and subsequently not recommended. 2.2 The major issue with the project was poor accessibility to the area. Access would have been provided directly onto Highway #2 opposite the Bowmanville Zoo. Concerns were raised as to the safety of providing access in this area. 2.3 In light of recent developments, (the Rotarians are actively involved with the Senior Citizens Steering Committee) staff concur that co- development of this area of Soper Creek Park, as a picnic facility is not appropriate at this time. On behalf of the Rotary Club of Bowmanville, it has been decided to withdraw a proposal regarding the Soper Creek Park. Several years ago the club had passed a motion to furnish picnic tables and a general clean -up of the park area at the north end immediately adjacent to Highway #2. As of the above date, the directors decided that it no longer wishes to pursue this venture. Thank you, R. L. Moore, Secretary. 907
