RECREATION /LEISURE SERVICES MASTER PLAN
CONSULTANT SELECTION
RECOMMENDATIONS:
It is respectfully recommended:
1. That Report No. CS -10 -90 be received;
2. That staff be authorized to retain the services of Hough
Stansbury Woodland Limited and Jack B. Ellis and Associates
Limited for the implementation of the Recreation /Leisure
Services Master Plan Study 1990 as described in the Terms of
Reference;
3. That the necessary funds be drawn from the approved Community
Services Department's Consulting Services Account Number 7602-
00000 -0247; and
4. That the three other short - listed Consulting Firms who
submitted detailed proposals be thanked for their interest in
this project.
1.0 BACKGROUND:
1.1 At a regular meeting of Council on January 29th, 1990 the
Recreation /Leisure Services Master Plan Terms of Reference
were approved and the Master Plan Steering Committee was given
direction to proceed with a consultant selection process.

1.2 An initial invitation to a field of thirteen consulting firms
was quickly narrowed down to four firms. These short - listed
consultants submitted detailed proposals for the Committee's
review on March 1, 1990. The Committee then followed -up these
detailed submissions with a personal presentation by each
short - listed consulting firm followed by an interview session
with their team members.
2.0 REASONS FOR SELECTION:
2.1 The Steering Committee had lengthy discussions prior to coming
to their decision to recommend Hough Stansbury Woodland
Limited and Jack B. Ellis and Associates Limited as the
consulting firm for this Study. The Committee's impressions
were that all of the short - listed firms were very competent
and had the potential to complete the project. However, the
other firms were eventually eliminated due to the perceived
lack of depth in their firm, their ability to deal with
certain aspects of the study (ie) museums or libraries and /or
their lack of focus on recreation /leisure services.
2.2 The firms of Hough Stansbury Woodland Limited and Jack B.
Ellis and Associates Limited were believed to be the best
consulting team for this particular study due to the following
reasons:
o Their team members are well -known in their respective
fields and offer a 'balanced' look for all areas
identified in the Terms of Reference;
o They are familiar with the Town of Newcastle due to their
partial involvement in the Bowmanville Waterfront Study
and one of the Co- Directors is originally from this area;
o They showed an impressive understanding of the Master
Plan process and the need for community - specific
standards;
o They received very positive feedback from municipalities
where they have been contracted to do Master Plans
before; ../3

o The two firms have worked together on projects in the
past so coordination is not anticipated to be a problem;
and
o Their fee of $119,680 is considered satisfactory and
competitive based on their experience and the study
process outlined in their detailed proposal. Attachment
#1 identifies the short - listed consulting firms and their
quoted fee for the Study.
3.0 SUMMARY:
3.1 A copy of the detailed proposal by Hough Stansbury Woodland
Limited and Jack B. Ellis and Associates Limited has been
provided to Members of Council under separate cover. Should
Council approve the Steering Committee's recommendations in
this Report, the Study will commence immediately with an
anticipated completion date of January 1991.
