NEW PARRS FOR 1990
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose &
Administration Committee recommend to Council the following:-
1. That Report No. CS -16 -90 be received for information.
1.0 BACKGROUND:
1.1 Late in 1988 the Community Services Department was able to
negotiate through individual developers the first of a series
of fully designed and developed parks provided by local
developers. Up to the present time, more than twenty of these
turn key parks are in various stages of planning, design or
construction. The quality and diversity of activities in
these parks is continuing to evolve and improve to a higher
standard than found in many other urban centres.
1.2 The purpose of this report is to advise Council of new parks
which will be developed by the private sector in 1990.
2.0 REPORT:
2.1 Highland Gardens Park:(Attachment #1)
Highland Gardens Park, 2.064 ha. (5.14 acres) is located on
Devondale Street and George Reynolds Drive, north of Nash Road

and west of Trull's Road in Neighbourhood 3A of Courtice.
This Ward 1 park was developed in November of 1989 and
features a soccer field, ball diamond, playground, basketball
court, gazebo and floral garden. It is expected to be
available for complete park use by July lst, 1990.
2.2 Pennfound Park: (Attachment #2)
Pennfound Park, 3.124 ha. (7.78 acres) is located south of
Highway #2 and west of Preston Road on Hemmingway Drive in the
Cedarbrook Subdivision. This Ward I Neighbourhood 2A Courtice
Park is adjacent a future Separate School and will feature a
ball diamond, playground, floral display and a shared soccer
field between the Separate School Board and the Town. The
park is expected to be under construction during July and
August, and accepted by the Town in October for immediate
public use. The Separate School Site Plan is currently before
the Planning Department for consideration and approval.
2.3 Elephant Hill Park: (Attachment #3)
This Schickedanz Subdivision Park and Open Space, 2.269 ha.
and 1.5558 ha. respectively (5.65 and 3.88 acres) is located
adjacent the Canadian Pacific Right of Way north of Concession
Street and east of Liberty Street in Neighbourhood 1D of
Bowmanville. The Ward II park will feature two ball diamonds,
a fourteen car parking lot and playground. Due to the recent
down turn in the housing market this park may not be started
until late fall 1990 or the spring of 1991.
2.4 Un -named Parkette: (Attachment #4)
This Schickedanz Subdivision Parkette, 0.14 ha. (0.35 acres)
is a Ward II park located north of Concession Street and east
of Liberty Street in Neighbourhood 1D of Bowmanville. It will
feature a tot playground and passive area. It will be
developed in July and accepted by the Town in September for
immediate use.

2.5 Rhonda Park: (Attachment #5)
St. Stephen's Separate School is purchasing 0.502 ha. (1.25
acres) adjacent its existing school for the purpose of
providing improved parking facilities. The Town through an
old agreement will receive a park dedication of 1.176 ha.
(2.93 acres) adjacent the Separate School's new land for a
total developable property of 1.678 ha. (4.18 acres). The
park and new school addition has been master planned to joint
benefit and a fully integrated design. This site being under
an old subdivision agreement requires the two parties to fund
the construction of the site. The park is located in Ward II
on Rhonda Avenue in Neighbourhood 3A of Bowmanville.
2.6 Foster Creek Park: (Attachment #6)
Foster Creek park is located on Edward Street in Newcastle
Village. The Ward III park is 1.33 ha. ( 3.32 acres) and will
feature a ball diamond, playground and floral display. The
park is scheduled to be developed in May and June and may be
available for public use in August of 1990.
2.7 Challenger Park: (Attachment #7)
Challenger Park, 0.51 ha. (1.27 acres) is located north of
Highway #2 and east of Arthur Street in Newcastle Village in
Ward III and will feature a playground, basketball court, free
play area and floral display. It will be under construction
in May and June and is expected to be available for public use
by July of 1990.
3.0 SUMMARY:
3.1 The schedules provided are tentative based upon recent
conversations with the developers or their agents.
Fluctuations in the supply and demand for housing and the
economic climate of the times dictates the timing of these and
other pending parks being made available to the Town and the
public.

3.2 Staff are pleased with the quality of park development that
the private sector has agreed to supply through negotiations
and the subdivision agreements. With the exception of Rhonda
Park which has been financed through 1990 Capital Budget,
staff estimate the other six locations totalling 27.39 acres
will be developed by means of private sector funds totalling
an estimated one and a half million dollars. The private
sector in funding these projects have committed themselves to
creating an urban lifestyle for its clients which is at the
leading edge of currant municipal park standards. This could
not be achieved without the cooperation of the private
development sector.
3.3 Although there are a number of additional parks scheduled for
development during 1990, it is anticipated that these parks
will be available for public use in 1991 and will be the
subject of a future report.
3.4 It is being planned that parks in future developments will
continue to be refined, upgraded and improved with new
standards to meet our resident leisure requirement into the
21st Century.
