NEWCASTLE FITNESS CENTRE - HOLIDAY SCHEDULE
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose &
Administration Committee recommend to Council the following: -
1. That Report No. CS -02 -90 be received;
2. That the Newcastle Fitness Centre be open on holidays as
specified in Schedule II; and
3. That this Holiday Schedule be implemented immediately upon
approval by Council.
1.0 BACKGROUND:
1.1 At a regular meeting of Council on September 6, 1983 Council
approved by Resolution #GPA- 708 -83 that the Fitness Centre be
open on six holidays including Easter Monday, Victoria Day,
Canada Day, Civic Holiday, Remembrance Day and Boxing Day.
Due to the time lapse since this Resolution as well as the
questionable usage on these holidays, a review of this holiday
schedule has been conducted.
2.0 PRESENT HOLIDAY USE:
2.1 Staff reviewed the previous holiday use at the Newcastle
Fitness Centre and found that several 'open' times are being

under utilized. Refer to Schedule I for Holiday participant
numbers and corresponding revenue and expenditures for 1989.
2.2 Holidays presently being under utilized at the Fitness Centre
include Victoria Day, Canada Day, Christmas Eve and New Years
Eve Days. The lack of summer use is not unexpected since this
facility is primarily utilized in Fall and Winter months.
Further, since this facility only opens mornings on Christmas
Eve and New Year's Eve Days it can only be utilized by a
maximum of twenty squash players since there are no morning
swims scheduled.
3.0 PROPOSED HOLIDAY SCHEDULE:
3.1 Schedule II outlines a proposed holiday schedule for the
Newcastle Fitness Centre. Proposed changes to the present
schedule, are indicated by an asterisk ( *) and are outlined
in more detail below.
3.2 Proposed Changes:
a) Close Easter Sunday - Because of the low participant
levels and the religious nature of this day, staff
recommend the facility be closed. Staff
would set up an alternate schedule for Easter Monday to
provide a service to the membership and the general
public. This closure would also correspond to closures
established at the arena facilities.
b) Open Thanksgiving Day (presently closed) - To provide a
service to the members and public and since this is the
'prime' season for the Fitness Centre staff are
recommending opening for limited hours on Thanksgiving
Day. Further, an alternate schedule would be established
for this holiday weekend providing our service and
eliminating expenses for 'quiet' time.

c) Close December 24 and December 31 - In the past the
Fitness Centre has remained open until 12:00 noon,
however, on the regular operating schedule there are no
swims that occur during that time. This means the
facility is accommodating a maximum of twenty squash
players on these days. Staff recommend closing for the
entire day allowing for thorough maintenance of the
facility in order to prepare for the busier holiday times
after Christmas.
d) Close Victoria Day - This is traditionally a weekend
where people tend to go away and /or do outside work.
This is also the off - season for squash players and swims
on this day have shown poor results. Consequently, staff
recommend closing on Victoria Day, providing an alternate
schedule for the other days associated with this holiday.
4.0 SUMMARY:
4.1 The proposed holiday schedule seeks to provide a better
service to Newcastle residents while eliminating unnecessary
expenses for holidays where these facilities are being under
utilized. It should be noted that there are only two times
when facilities would be closed two days in a row. Thus, a
consistent service will also be provided to facility members
and the general public.
4.2 Because of the additional costs associated with opening on
holidays, particularly in the area of holiday staff wages, the
Department will be considering the possibility of establishing
"holiday rates" for some of these services in their Annual
Rates and Fees Report.
