HomeMy WebLinkAboutCS-24-90TOWN OF NEWCASTLE REPORT File # /,,�_l 16 t/ Res. # By -Law # MEETING: GENERAL PURPOSE AND ADMINISTRATION DATE.- JUNE 18, 1990 REPORT #: CS -24 -90 FILE #: aRJECT' SKATEBOARD FACILITIES UPDATE RECOMMENDATIONS: It is respectfully recommended that the General Purpose & Administration Committee recommend to Council the following:- 1. That Report No. CS -24 -90 be received for information. 1.0 BACKGROUND: 1.1 Council during its 1990 Capital Budget Review approved $25,000 for the creation of five skateboards facilities to be located in Hampton,Orono, Newcastle Village, Courtice and Bowmanville. 2.0 REPORT: 2.1 Staff have constructed five sets of four ramps requiring various levels of skill. Precast concrete curbs have been installed to designate the areas and protect the skaters* from vehicles. Signs are being posted at each site advising the users of mandatory personal safety equipment and the rules for the use of the facility. ../2 REPORT NO. CS -24 -90 - 2 - JUNE 18, 1990 2.2 Hampton Facility The Darlington Sports Centre was selected as the most suitable location. Within the past few weeks, the paved parking lot has been cleared of loose stones and the facility has been installed and is in use. 2.3 Orono Facility In April, the Orono Arena parking lot was selected as the most suitable location. Letters were sent to the Arena Board and the Orono Fair Board seeking their approval to accommodate the facility. After some delays, the Boards have expressed some concern in locating the facility on the existing parking lot. They have suggested and we have agreed to provide a separate asphalt pad at a suitable location presently being determined. The facility is expected to be available by the beginning of July. 2.4 Newcastle Village Facility In April, the Newcastle Village Arena was selected as the most suitable location. A letter was sent to the Arena Board and approval has been given for the facility to be located on the Arena parking lot. The facility has recently been installed and is in use. 2.5 Courtice Facility It has been determined that the preferred location in Courtice is the Courtice High School. Negotiations have brought about an agreement and the facility will be available in July following the end of this school year. 2.6 Bowmanville Facility The Bowmanville Recreation Complex at first appeared to be the most suitable location. However, in retrospect we propose to construct an asphalt pad at Bowmanville Memorial Park to accommodate the ramps. ../3 REPORT NO. CS -24 -90 - 3 - JUNE 18, 1990 2.7 The two pads required for Orono and Bowmanville locations can be accommodated within the approved budget. Scheduling is presently underway and the two pads are expected to be constructed by early July and be available for skateboarders use at that time. A verbal update will be provided at the time of the parks tour. 3.0 COMrU;NTS : 3.1 It is noteworthy that staff and some Members of Council have received concerns specifically from residents in the area of the Newcastle Village location. These concerns involve noise, garbage and the necessity of curfews at the skateboard locations. 3.2 Department staff are addressing these concerns in an expedient fashion and refining our process to deal with these issues.
