SUMECT' SPECIAL OLYMPICS SWIM TEAM PROJECT
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose &
Administration Committee recommend to Council the following:-
1. That Report No. CS -32 -90 be received for information.
1.0 BACKGROUND:
1.1 The Special Olympic Swim Team project is proposed to fulfill
the currently unaddressed need for sport specific skill
development programs for the special need population in the
Town of Newcastle. The Newcastle Fitness Centre has both the
physical facilities and leadership abilities to accommodate
this type of programming.
1.2 The Aquatic programs operated are designed to accommodate and
integrate special need participants into the regular schedule
of activities. In spite of this, there is a need for
specialized programming. There are presently twelve (12)
known potential participants for the proposed project residing
within the Town of Newcastle. The objective of the Special
Olympic Swim Team is to challenge these individuals and to
assist them to realize (and achieve) their personal potential.

1.3 During the past three years, several of these individuals have
attended and participated in Special Olympic Swim Meets
without the benefit of formal preparation /training. This has
placed them at a disadvantage to their peers who have had
access to programs which address their special needs.
2.0 SCHEDULE OF EVENTS:
2.1 The Special Olympic Swim Project would provide participants
with a structured practice schedule of one hour per week,
utilizing the Newcastle Fitness Centre as their home pool.
The Recreation Co- ordinator is responsible to organize the
practice and coaching /instructional schedules for this
project.
2.2 The Region 12 Special Olympics Committee plans the schedule
of interim swim meets in preparation for Provincial and
National competitions. One meet is tentatively scheduled for
November 18, 1990 at the Newcastle Fitness Centre. Department
Staff has been active with this Committee and will continue
to liaise on behalf of the Municipality.
3.0 SWR4ARY:
3.1 The operation of the Special Olympic Swim Team Project is a
positive step for the Town of Newcastle. It demonstrates our
commitment to work co- operatively with the community in
providing for their recreational /leisure needs. The project
is intended to involve both staff and community volunteers in
its organization, operation and participation.
