Res. # By -Law # GENERAL PURPOSE AND ADMINISTRATION SEPTEMBER 4, 1990 REPORT #: CS -35 -90 FILE #: S1JB,JECT' ICE OPENING AND CLOSURE RECOMMENDATIONS: It is respectfully recommended that the General Purpose & Administration Committee recommend to Council the following:- 1. That Report No. CS -35 -90 be received; 2. That the Fall /Winter ice schedule for Darlington Sports Centre be approved as - OPEN - 1st Saturday of October - CLOSE- 4th Saturday of March; 3. That the Fall /Winter ice schedule for Bowmanville Recreation Complex be approved as - OPEN - Day following Labour Day - CLOSE - 4th Saturday in April; and 4. That all major ice user groups be informed of Council's decision. 1.0 BACKGROUND: 1.1 The Community Services Department - Operations Division oversees the operation and maintenance of two ice arenas (Darlington Sports Centre and the Bowmanville Recreation Complex) within the Town of Newcastle. As in other Municipalities in the Region of Durham, a portion of the staff employed in the arenas are transferred from the Facilities Section to the Parks Section for the spring and summer (ie. ../2 REPORT CS -35 -90 - 2 - SEP'i'EM13ER 4, 1990 May to the end of August). 1.2 The shared staff are transferred to the Parks Division as early in the spring as possible so that they are available to assist the other Parks Section staff prepare the numerous ball diamonds and soccer pitches for the upcoming regular season play. The work done by staff in the spring (prior to community use) ensures that the outdoor fields are in top condition and can support the frequency of use experienced once the regular baseball and soccer seasons begin. Without this preventative care and maintenance, the condition of these fields would deteriorate resulting in the loss of their availability for community use while costly repairs and upgrading is performed by the staff of the Parks Section. 1.3 The proposed "regular season" for ice accommodates and recognizes the needs of both the community hockey organizations and the Community Services Department. The local hockey organizations provide a valuable service and the Department is committed to assisting these groups achieve their objectives. To do this, the proposed ice season builds in post- season /play -off ice time until the end of April at the Bowmanville Recreation Complex. The intention is to avoid a re- occurrence of the situation of last March when the Bowmanville Junior C Eagles booked the ice in anticipation of the team going all the way to the Ontario Championships. The Community Services Department permitted ice to the Eagles, as well as other teams /league for tournaments to help offset some of the costs, but the result was that the Eagles did not require the time as they were eliminated in the Division Semi - Finals and the Department was committed to providing ice until the end of April. Since the Bowmanville Recreation Complex could not be made available on time, the popular Carden Circus special event had to be cancelled from this facility. The Eagles were not required to pay for the ice they booked but ../3 F��. REPORT CS -35 -90 - 3 - SEPTEMBER 4, 1990 did not use while the Town also lost the potential revenue that would have been generated by the operation of the Circus at the Bowmanville Recreation Complex. 1.4 Within the Region of Durham, the Municipalities work co- operatively with community organizations to resolve any scheduling problems. The attached Schedule I shows the start /end dates used by other municipalities within the Region. Generally, the leagues schedule within the parameters of the regular season established by the Municipality. Each Municipality tries to remain flexible to accommodate community needs providing the costs of doing so do not (significantly) exceed the benefits. In Durham, only two Municipalities have ice all year round: - City of Oshawa (operates 6 pads) Civic Auditorium schedules ice according to the Oshawa Generals' games, Harman Park leaves one of the two pads in (alternating each year) to accommodate recognized summer figure skating and hockey schools. Town of Whitby (operates 3 pads) maintains summer ice on one pad for recreational and instructional on -ice programs. 1.5 With the formal adoption of the proposed ice season the Community Services Department will: - a) be able to plan, schedule and promote community special events more effectively; b) facilitate the smooth transfer of Facility Staff to the Parks Section to assist in the required field preparation work; and c) reduce scheduling conflicts with local organizations through the development of a master schedule that will reflect the ice needs of the community while allowing the Department to maintain the flexibility to accommodate special requests and /or bookings. ../4 9 14 REPORT CS -35 -90 - 4 - SEPTEMBER 4, 1990 2.0 SUMMARY: 2.1 The Town of Newcastle operates only 2 pads of ice for on -ice programming. The two independently operated arenas (Orono and Newcastle Village) generally cease operations during the last weeks of April. 2.2 In order to accommodate the ice user groups, it is recommended that staggered opening and closing dates for the Town owned facilities be used. The proposed dates are: Darlington Sports Centre:- Open - 1st Saturday of October - Close- 4th Saturday of March Bowmanville Recreation Complex: - Open - Day following Labour Day - Close- 4th Saturday in April 2.3 These dates will accommodate league tryouts in September and post- season play in April. All leagues (especially the competitive programs) know their dates of post- season play well in advance. By providing the Community Services Department, Programs Division with copies, any scheduling problems should be handled well in advance of the end of the regular season. The Department is committed to resolving these concerns co- operatively and in a manner that is mutually beneficial to the Town, the community users and the general public. 2.4 Please be advised that Community Services staff are currently investigating the costs and benefits of operating summer ice at the Bowmanville Recreation Complex. This investigation is in response to community requests and a report will be forthcoming to a future General Purpose and Administration Committee meeting.
