APPLICATION FOR REMOVAL OF PART LOT CONTROL
APPLICANT: BLACK CREEK DEVELOPMENTS LTD.
THAT Report PSD- 135 -04 be received;
THAT the request for removal of Part Lot Control with respect to Lots 26 to 36;
59 to 62 and 64 to 67 inclusive, on Plan 40M -2213 be approved and that the

MUNICIPALITY OF PORT HOPE OFFICIAL PLAN
THAT Report PSD- 136 -04 be received;
THAT Report PSD- 136 -04 be adopted as the Municipality of Clarington's
comments on the Municipality of Port Hope Official Plan (working draft, dated
September 14, 2004); and
THAT a copy of Report PSD- 136 -04 be forwarded to the Municipality of Port

5. DRAFT PLAN OF SUBDIVISION TO PERMIT A RANGE OF 424 TO 494
RESIDENTIAL UNITS IN THE CITY OF OSHAWA STUART
GLASPELL /BROOKFIELD HOMES (ONTARIO) LTD.
THAT Report PSD- 137 -04 be received;
THAT the City of Oshawa be advised that the Municipality of Clarington has no
objections to the approval of the proposed Draft Plan of Subdivision (S-0-2004-
03) provided that:

a) the City of Oshawa confirm in writing that it will assume and accept all
costs of street illumination and /or sidewalk improvements that are
deemed necessary on Townline Road North as a result of this
development including all future maintenance; and

incorporated in any Draft Approval.
THAT a copy of Report PSD- 137 -04 be forwarded to the City of Oshawa
Development Services Department and the Region of Durham Planning
Department.
6. APPLICATION FOR REMOVAL OF HOLDING SYMBOL
APPLICANT: PORT OF NEWCASTLE HOMES INC.
THAT Report PSD- 139 -04 be received;
THAT the application submitted by Port of Newcastle Homes Inc. to remove
the Holding (H) symbol be approved and that the by -law attached to Report
PSD- 139 -04 to remove the Holding (H) symbol be passed and a copy
forwarded to the Regional Municipality of Durham; and
THAT all interested parties listed in Report PSD- 139 -04 and any delegations
be advised of Council's decision.
7. PORT DARLINGTON WATERFRONT PARK — CONCEPTUAL MASTER
PLAN
THAT Report EGD -50 -04 be received;
THAT Council approve in principle the Conceptual Master Plan for Port
Darlington Waterfront Park near the mouth of Bowmanville Creek;
THAT staff proceed to obtain input from the public on the Conceptual Master
Plan; and
THAT staff include the implementation of Phase 1 of the Port Darlington
Waterfront Park for consideration in the 2005 capital budget and forecast.

8. DR. ROSS TILLEY — YMCA CHILD CARE — EVACUATION CENTRE
THAT Report CSD -16 -04 be received;
THAT Dr. Ross Tilley — YMCA Child Care be authorized to utilize the Garnet
B. Rickard Complex as an Emergency Evacuation Facility for "Localized
Emergencies ", subject to the conditions on which this approval was given, as
outlined in the body of Report CSD- 16 -04; and
THAT Dr. Ross Tilley — YMCA Child Care be advised of action taken.
9. PRIVATE PARKING ENFORCEMENT
THAT Report CLD- 034 -04 be received;
THAT the by -laws attached to Report CLD- 034 -04 to appoint parking
enforcement officers for private property be forwarded to Council for approval;
and
THAT Doug Proctor, Howie Jones, Tabitha Cochrane, Beth Sullivan, Mark
Dagger, Securitas Canada Ltd. and Newton Trelawney at NCC #1 be advised
of Council's actions.
10. COSTS OF EMERGENCY SERVICES REPORTING SYSTEM AND ITEMS
AQUIRED FROM SINGLE SOURCE
THAT Staff report on the costs associated with the replacement of the
Emergency Services reporting system; and
THAT Staff report on the number of items acquired by the Municipality from a
single source.
11. LIST OF APPLICATIONS FOR CANCELLATION, REDUCTION,
APPORTIONMENTS OR REFUND OF TAXES
THAT Report FND- 025 -04 be received;
THAT the attached list of applications for cancellation, reduction,

THAT Staff provide a response to Jeremy Woodcock and Tara Leddy of

13. PHYSICIAN RECRUITMENT
- 5 - November 8, 2004
WHEREAS residents in Clarington are experiencing difficulty in finding a family
physician;
WHEREAS Clarington is designated as an under - serviced area for family
physicians;
WHEREAS the doctor shortage is a critical issue affecting the quality of life for
every resident in Clarington;
WHEREAS a committee of concerned citizens, community, hospital and local
government representatives has been struck to examine all available options
to address this critical issue;
WHEREAS the Physician Recruitment Committee has identified the immediate
need to put a business /strategy plan in place in order to guide the Committee
in its doctor recruitment efforts;
WHEREAS the Committee has requested the Council to retain a consultant to
prepare the business /strategy plan;
WHEREAS Council agrees that physician recruitment requires sustained
efforts and resources and that the preparation of a business /strategy plan is
the most important first step in our recruitment effort.
NOW THEREFORE be it resolved that:
Staff be authorized to work with the Physician Recruitment Committee
to retain a consultant to prepare a business /strategic plan; and
2. Funds be drawn from the Economic Development Reserve Account.
14. RATIFICATION OF ACTIONS TAKEN AT THE "CLOSED" MEETING
THAT the actions taken at the "closed" meeting be ratified.

2004 Senior Citizen of the Year Award.
1 - 2 Elsii Caetano Faria, Artist, Orono, applauding the efforts between the
Clarington Visual Arts Centre and the Rotary Club of Bowmanville. The
funding provided by the Rotary Club allowed for the Clarington Visual Arts
Centre physical changes and the partnership is one that recognizes the
important impact of cultural and artistic organizations on the community at
large.
1 - 3 Harold Sellers, Oak Ridges Trail Association, thanking Council for their
support in the trail opening ceremony at the Long Sault Conservation

1 - 12 The Honourable Harinder S. Takhar, Minister of Transportation, submitting
the Letter of Agreement to the Municipality of Clarington related to the
funding provided by the Province under the Dedicated Gas Tax Funds for
the Public Transportation Program. The Municipality of Clarington will be
eligible to receive an allocation of $363,996 for the period October 1, 2004
to September 30, 2005.
Summary of Correspondence - 2 - November 8, 2004
1 - 13 The Honourable Harinder S. Takhar, Minister of Transportation,
forwarding a copy of correspondence to John O'Toole, MPP, thanking the
MPP for the editorial on the extension of GO Transit rail service to
Clarington. The government's priorities for GO Transit include increasing
parking at GO Transit lots, putting more trains on exiting lines and
capacity improvements of the rail infrastructure completion at Union
Station and through Scarborough before any additional services can be
introduced.
I - 14 Linda DelGrande, Acting Library Director, Clarington Public Library Board
of Trustees, submitting to Council the audited financial statements for the
year ended December 31, 2003 in accordance with the Public Libraries
Act.
1 - 15 Debra Taylor, Regional Director General, Transport Canada, Ontario
Region, advising the Mayor on the progress of the Pickering Airport Site
Zoning Regulations (PASZR). The enactment of PASZR is necessary to
protect against incompatible development on lands surrounding the
federal Pickering lands, so that when the demand dictates, a safe and
viable airport remains an option.
1- 16 Kevin Wilson, Transportation Planning and Design, the Regional
Municipality of Durham, advising of a "Public Open House" for upgrading
Taunton Road (Regional Road 4), Harmony Road (Regional Road 33) and
Townline Road (Regional Road 55), to be held on Tuesday, November 9,
2004 at 6:30 p.m. to 9:00 p.m. at Northview Community Centre, Oshawa.
1 - 17 Gerri Lynn O'Connor, Mayor, The Corporation of the Township of
Uxbridge, thanking all who attended the annual golf tournament at the
Foxbridge Golf Course in Uxbridge. The event raised $2,400 for local
charities and the "Fireflies" dragon boat team from Lindsay raised $411
towards the fight against Cancer. The 2005 event is scheduled for
Tuesday, September 20, 2005.
CORRESPONDENCE FOR DIRECTION
D - 1 John Greenfield, Secretary, Bowmanville and District Navy League,
requesting permission to hold Sea Cadet Tagging on September 30,
October 1, and October 2, 2005. As in the past, this is a major fundraiser
for the Cadets and they will once again be in. uniform in front of
businesses throughout Clarington.

D - 2 Bill Hasiuk, requesting permission to receive a Road Occupancy Permit
for the 6t" Annual Farmers' Christmas Parade of Lights on Wednesday,
December 1, 2004. Mr. Hasiuk advises Council that all the Farmers carry
liability insurance.

D - 3 Adela Pugliese, requesting Council to revisit the issue of a four -way stop
at the intersection of Boundary Road and Old Scugog Road in Burketon.
The traffic calming implemented has not succeeded in slowing down the
traffic on Old Scugog Road.

D - 4 Linda J. Laliberte, CGA, General Manager /Secretary- Treasurer,
Ganaraska Region Conservation Authority, submitting a copy of the 2005
Preliminary Budget for review. All comments should be submitted by the
December 9, 2004 Full Authority meeting as the decision is binding once
the vote is taken and the levy is approved. The general levy for the
municipality is $271,218.

D - 5 Don Head, Acting Commissioner, Correctional Service of Canada,
requesting Council to proclaim the week of November 14 — 21, 2004 as
"Restorative Justice Week ". The theme for 2004 is "Engaging Us All in
the Dialogue" which highlights that restorative justice approaches to
conflict provide all concerned parties with opportunities to participate in,
and learn from, respectful dialogue.

D - 6 Pitch -In Ontario, requesting Council to proclaim the week of April 18 - 24,
2005 as "Pitch -In Canada Week ".

D - 7 Frank Hoar, Secretary, Newcastle — Bond Head Ratepayers Association,
requesting the Municipality of Clarington — Operations take on the
responsibility of maintaining grass cutting at the entrances to Newcastle;
Highway 2 West, south side from Rudell Road to the entrance of the Lions
Trail; Highway 2 East, north side from the Block Company to Arthur Street;
and North Street west side, Grady Street to CNR overpass as they have
been poorly maintained.

D - 8 John O'Toole, MPP, Durham, supplying Council with a news release from
the Ontario's Attorney General regarding Minister Bryant's plans to
introduce a breed - specific ban against pit bulls. The legislation, if passed,
would:
- Ban pit bulls;
- Muzzle existing pit bulls, impose other province -wide restrictions to
improve public safety, and allow municipalities to impose appropriate
controls; and
- Increase fines up to a maximum of $10,000 /jail sentences of up to six
months.

D - 9 Lori Theoret, Media Relations and Marketing Coordinator, Ontario
Heritage Foundation, inviting Council to participate in the Young Heritage
Leaders 2004 program to recognize youth, under the age of 18, who have
made valuable contributions to local heritage preservation in their
community.

D -10 Blair and Joanne Smyth forwarding a petition from residents of Scugog
Street, from the intersection of Scugog Street and Middle Road to the
intersection of Concession Road 3 and Regional Road 57, who oppose
the proposed street name change.

D - 11 Pastor Douglas Stevens, The Salvation Army, requesting Council to waive
the fee of $40.25 per month for an "On Street Parking Pass" for the
Salvation Army vehicle. This vehicle must remain outside their home in
readiness to respond to any emergencies within the community. The
purchasing of a monthly parking pass will take further funding from their
organization.

D - 12 Kimberley Kitteringham, Deputy City Clerk, The Corporation of the City of
Oshawa, submitting a copy of correspondence to The Right Honourable
Paul Martin, Prime Minister, House of Commons, advising that at a
meeting held on October 4, 2004, their Council passed the following
resolution regarding General Motors of Canada Limited — Project Beacon:

"That whereas General Motors of Canada Limited (GMCL) has
proposed a bold new initiative, Project Beacon, to accelerate
Canadian -based automotive innovation and competitiveness in
conjunction with Canadian education institutions and automotive
suppliers (including auto parts, steel, aluminum, research and
development, manufacturing innovation etc.), which will include a
significant involvement of the University of Ontario Institute of
Technology (UOIT) and Durham College, as well as other
educational institutions such as Fanshawe College, McMaster
University, University of Waterloo, McGill University, Sherbrooke
University, Montreal Ecole Polytechnique, Institut National de la
Recherche Scientifique and Niagara College who are
currently /potentially involved in the project. And by such action
significant high skilled training will be delivered by UOIT and
Durham College; and,
Whereas UOIT and Durham College are critical to Oshawa's
economic prosperity and that Project Beacon will enhance the
research role of UOIT; and,
Whereas GMCL will increase their competitive advantage in the
automobile /transportation markets by modifying their manufacturing
technology and processes to enhance flexibility resulting in a
positive impact on employment in Oshawa and throughout the
Region of Durham; and,
Whereas Project Beacon will enhance and increase the design and
engineering capacity of GMCL and through the new proposed
Automotive Innovation Network, GMCL will direct more than 130
million dollars in new support towards the training of the next
generation of Canadian automotive engineers and designers; and,
Whereas accelerating the commercialization of automotive/
transportation related research and development in Canada -a key
element of much broader return on investment would be achieved
by government support of Project Beacon; and,
Whereas GMCL is in discussions with the Ontario and Federal
governments concerning their participaltion in Project Beacon's
investments and initiatives for Canada and Ontario;
Therefore be it resolved that the Council of the City of Oshawa
strongly encourage the Ontario and Federal governments to partner
and financially support General Motors of Canada Limited's Project
Beacon;

D-13 Dr. Kathlynn Hoch, Ontario Speed Skating Oval Capital Campaign
Committee, requesting support for a Regional training facility - the Ontario
Speed Skating Oval, Lakefield. She is requesting that Council forward a
letter of support to Bev Oda, M.P. and John O'Toole, M.P.P. and purchase
either a Standard Brick ($200), an Ontario Brick ($300) or a Canada Brick
($1,000). Speed skating is an incredibly strong sport in Canada and the
facility will allow skaters the opportunity, the training facility, and programs
to represent their country at international competitions.
