Eric welcomed all to the meeting, with introductions of Committee members. Carried Approval of Minutes 022-018 Moved by Tom Barrie, seconded by Brenda Metcalf That the minutes of the July 14, 2022, meeting be approved. Carried Agricultural Advisory Committee of Clarington August 25, 2022 Presentation Ontario Agricultural Hall of Fame and 2022 Clarington Inductee: Kelly Daynard, President of the Ontario Agricultural Hall of Fame Association, presented to the members about the Ontario Agricultural Hall of Fame (OAHF). The OAHF seeks to acknowledge, record, and preserve the contributions made by leaders to the growth and development of Ontario's agriculture and agri-food industry. Kelly reviewed the Board composition, which includes AACC Chair Eric Bowman, and the nomination / induction process. Since the inaugural ceremony in 1980, there have been 9 Durham Region inductees, the most recent of which is the 2022 induction of Jim Rickard of Ceresmore Farms, Clarington. Kelly provided an overview of how individuals, organizations and municipalities can get involved in the OAHF, and encouraged the Committee and Municipality to consider the establishment of a local gallery to honour local OAHF inductees. More information on the OAHF is available on their website — www.oahf.on.ca. Jim Rickard, 2022 OAHF Inductee, shared with the Committee his extensive background in agriculture, both as the co-operator with AACC member Don Rickard of Ceresmore Farms, located west of Bowmanville, and in his professional `off -farm' capacities. This included involvement in the Ontario Apple Growers Marketing Board, Ontario Fruit and Vegetable Growers' Association, Farm Products Appeal Tribunal, and Ontario Broiler Hatching Egg and Chick Commission. Jim's nomination was made by the Ontario Broiler Hatching Egg and Check Commission, and his OAHF induction took place on June 12, 2022. The Committee congratulated Jim for his induction and tremendous contributions to agriculture, locally and provincially. Delegations None Business Arising from Minutes Spongy Moth Action Planning: In follow up to the question raised at the July 14 Committee meeting, Staff updated that an action plan specific to Spongy Moth management has not been established by the Municipality. Envision Durham — Growth Management Study: Staff updated that the Region of Durham is anticipating taking a report outlining local population and employment allocations and potential urban boundary expansions to Regional Council in October, 2022. Upon release of the report, there will be a 90 day public consultation period. Information on the Envision Durham Growth Management Study is available on the Envision Durham website — www.durham.ca/envisiondurham. Agricultural Advisory Committee of Clarington August 25, 2022 Correspondence, Council Items and Referrals Livestock Guardian Dogs: A letter from the Ontario Sheep Farmers regarding recommendations for municipal by-laws that are supportive of livestock guardian dogs was provided by Staff in advance of the meeting. Staff noted that existing municipal by- laws generally support the majority of the recommendations provided. Exceptions related to the Municipal licencing requirements and fees, which are set out in Clarington By-law 2013-024. as amended. 2022 Municipal Election Recruitment: The Committee was informed that the Municipal Clerk's Division is recruiting applicants from Municipal Boards and Committees to fill remaining Election Official vacancies for the 2022 Municipal election. Details were provided to the Committee on where to find information about the opportunity and how to apply. The application deadline is September 15, 2022. Liaison Reports Durham Agriculture Advisory Committee: DAAC is currently in summer recess. The next meeting is on September 13, 2022. The 20t" annual DAAC farm tour will be held on September 15, 2022 at Sargent Family Dairy in Enniskillen. The theme is "multi - generational family farming in Durham Region." The tour will cover a variety of topics including on -farm dairy processing, dairy operation, and the importance of media production to showcase agricultural operations. Durham Region Federation of Agriculture: DRFA has returned to in person meetings. DRFA continues to closely follow the growth management strategy work underway by the Region of Durham as part of Envision Durham. The OFA Regional meeting for Durham members is scheduled for October 18. Durham Farm Connections: The 2022 Celebrate Agriculture Gala will be on October 27 at the Scugog Community Centre in Port Perry. Celebrate Agriculture Award nominations are being accepted until September 30, 2022. The nomination application, and award categories and criteria are available on the DFC website — www.durhamfarmconnections.ca. Clarington Board of Trade: The sixth annual Clarington Food Week took place August 15 — 21, 2022, celebrating those who grow, produce, harvest, buy and sell local food. CBOT continues to work with the Municipality on the new shared framework for economic development services in Clarington. New Business Rural Roadside Ditch Maintenance and Local Farm Equipment Travel Impediments: The Committee reviewed and revised a preliminary list of problematic road side ditch areas in the Municipality that have an impact on agricultural operations. The locations were suggested by Committee members. At the request of the Mayor's Office, a second list was drafted of rural roadside locations where overhanging trees and the location of roadside signage is impeding the movement of farm vehicles or safe viewing of other traffic. The list will be submitted to Public Works in advance of the October meeting, to be attended by Public Works staff. Agricultural Advisory Committee of Clarington July 14, 2022 Clarington Waterfront Strategy — Visioning Survey: As part of the kick off of the renewal of Clarington's Waterfront Strategy, the Municipality wants to hear from residents, businesses and visitors to Clarington as we create a plan that reflects our collective community vision. A short survey is available on the project website. The Project Team is hoping to hear how the community currently enjoys the waterfront and what new opportunities are envisioned for the area.
