1. Land Acknowledgement
Rochelle shared Clarington's Land Acknowledgement Statement.
2. Review of Agenda - Declarations of Interest
Members were asked if they would like to declare any items of interest. No concerns
were shared.
3. Review Previous Meeting
Members reviewed the minutes of the September 14, 2022, meeting.
4. Clarington Community Safety Advisory Council
Erica shared an update provided by Jasmyne from the meeting of the Community
Safety Council held September 29, 2022.
• A presentation from Detective Chapman from the Major Fraud Organized Crime
Unit
o The presentation focused on fraud, and how ongoing fraud has been
occurring in Clarington.
o An overview of the common scams in Durham were reviewed, as well as
warning signs to look out for.
o The primary targets for these crimes are elderly populations
o Education is the best way to combat fraud; going to your local bank, sharing
information on fraud with peers, and reviewing information on the DRPS
website are good places to start.
During the community roundtable, these were the main issues that were discussed:
o If community members experience non -emergency requests, such as
harassment, eastdivision(o-).drps.ca is the best email to get in touch with.
Specific inquiries on partnerships with DRPS or ways to address racism in
Clarington were not highlighted.
o Inquiries on anti -bias training for school resource officers was made. A follow
up will be conducted and shared with the Council.
o Traffic concerns were shared in specific regions of Clarington. Community
members are encouraged to use "Road Watch" to report aggressive or

o Community members are invited to share and participate in the DRPS'
Community Input Survey:

There won't be any scheduled CSAC meetings until January 2023. More updates will
follow then.
5. Website Design
Clarington communications will be able to add a page focused on Anti -Racism on the
www.clarington.net website. Erica would like input from the members to the design and
information that is shared through this page.
Lauren suggested including education and resources for parents and caregivers,
similar to those found at: Anti -Racism Resources for Teachers and Parents L Britt
Hawthorne. Samantha shared the Library could provide links to resources found within
their collection.
Erica advised a student will be starting to work with the team in the coming weeks and
will be tasked with finding resources to populate this site. Once they are on board,
Erica will arrange a meeting with Lauren to provide guidance to the student.
Councillor Hooper suggested this would be a place for a flow chart of what to do if you
experience racism to provide links for residents to submit and address racism and
discrimination concerns.
Members will have the opportunity to share feedback along the way as it is developed.
6. Other Business
Racism and Discrimination of municipal election candidates — there was a
discussion about racism and discrimination faced by candidates within Durham Region
in the recent municipal election. Rochelle shared the DRPS should launch a campaign
ahead of election times to advise residents about consequences for damaging /
stealing candidate signs, etc.
Erica is developing a survey for candidates to collect their insight so resources and
education can be offered in advance of the next election to support candidates who are
facing these acts. Draft questions will be shared with Members for input.
Clarington Advisory Committees and Boards — currently recruiting to fill vacancies
on various Advisory Committees and Boards in Clarington for a four year term
beginning 2023. Four (4) vacancies are looking to be filled on the Diversity Advisory
Committee. Applications due December 2, 2022. Members will be appointed at the
January 9, 2023 General Government Committee meeting. Apply today if interested:

Hybrid Meetings — Hybrid meetings can occur if the Staff Liaison and one of the two
Co -Chairs can attend in person. This will be confirmed the week prior to each
upcoming meeting so Members can choose to attend in -person (Town Hall, 40
Temperance Street, Bowmanville) or virtually
Black History Month — working group is meeting Monday, November 7, 2022. Will
share back with Members for input
