Members Present: Peter Vogel, Victor Suppan, Steve Conway, Jason Moore (ACO), Councillor Ron Hooper, David Reesor, Ron Sproule, Bob Malone (NVDHS), Heather Graham, Myno Van Dyke (NVDHS alternate), Laura Thiel-Convery (Museum). Vogel read aloud Clarington's Land Acknowledgement Statement. 3 Adoption of Agenda 22.34 By Consensus That the Agenda be adopted. "Carried" 4 Adoption of Minutes of Previous Meeting 22.35 Moved by V. Suppan, seconded by S. Conway That the minutes of August 16, 2022, Clarington Heritage Committee Special meeting be adopted with minor correction that "superintendents' house" replaces "headmaster's home". 5 Delegations/Presentations: "Carried" - 1 - **Subject to Advisory Committee Approval** Cl • Clarington Heritage Committee Meeting Minutes ff]7 September 20, 2022 5.1 Chris Borgal, GBCA Re: Camp 30 (2020 Lambs Road) The Heritage Impact Assessment (HIA) submitted for the Camp 30 property prepared on behalf of the developer in support of the proposed development applications recommended demolishing the Triple Dormitory building. Chris Borgal of GBCA is conducting a peer review, and presented an overview of the scope and nature of his review, which will include an assessment of the justification for the HIA's recommendation for removal of the building. Chris emphasized the historical significance of Camp 30 related to the Second World War and its previous use as a Boy's Training School. The property's architectural characteristics and value were also discussed its architectural style. The condition of the building has deteriorated. The peer review report with conclusions and recommendations will be provided to staff shortly. The Committee received and thanked C. Borgal for the presentation. 5.2 Mario Romano Re: 34 Wellington Street, Bowmanville The owner inherited this designated property recently. The building is in a state of disrepair, was Mr. Romano is looking for a significant renovation. several pictures of the house's features were submitted to demonstrate the current condition. Some designated heritage features do not exist anymore. The planned renovation work includes replacing the internal floor, stair rails, trims, windows and the front door frame. P. Vogel and D. Reesor planned to visit the property to be. 5.3 Bonica Leung, Tribute Communities and Vincent Santamaura, Vincent J. Santamaura Architect Inc. Re: 1246 Prestonvale Road The property was identified as a potential cultural heritage resource through the background study for the Southwest Courtice Secondary Plan. The property is identified as Heritage Merit on Clarington's Cultural Heritage Resources List. V. Santamaura provided an overview of the Heritage Impact Assessment prepared for the demolition application of 1246 Prestonvale Road, and noted the existing building was rebuilt on the foundation of the original one, which burned down and went through an extensive renovation as the property passed through several generations. The HIA concluded the property had lost heritage architectural and contextual value. 6 Business Arising 6.1 Camp 30 (2020 Lambs Road) HIA Demolition of the triple dormitory is intended as part of the condition of subdivision approval. The interior has been significantly changed and deteriorated. This is the only building that will not come to the Municipality as part of the park. Committee members discussed the information provided by Chris Boral during his presentation, and potential opportunities to conserve the building and/or parts of it, -2- **Subject to Advisory Committee Approval** Cl • Clarington Heritage Committee Meeting Minutes ff]7 September 20, 2022 including the historical value associated with the tunnel from the Triple Dorm building that had been discovered and documented. P Vogel suggested a high - quality video film to record this historically significant building. The building is part of the context for the national historic site designation. The conclusions and recommendation of the peer review of the HIA will be shared with the Committee at a subsequent meeting. 6.2 127 Church Street; Clarington Public Library — Orono Branch L. Thiel-Convery gave the updates on the project to add an accessibility ramp and accessible entrance to the Orono Branch of the Library. Engineering design for the alternatives have been sent out for assessment. The plans will be presented to the Library Board for feedback afterwards. The Heritage Committee and Accessibility Advisory Committee will be circulated the revised plans. P. Vogel and V. Suppan attended the Library Board meeting in July and recommended re-examining the project. 6.3 National Heritage Conference P. Vogel is interested in attending and will follow up with staff closer to the date of the Conference if he is able to participate. 7 Project Reports 7.1 Municipal Inventory/Register: See Item 9.2 7.2 Outreach/Education Sub -committee: Heritage Information Station Project: No update Heritage Barn Project: No update 8 Correspondence and Council Referrals: None 9 New Business: 9.1 34 Wellington Street Heritage Permit Application The owner would like to pursue a Heritage Permit for alterations to both interior and exterior designated attributes. The property is designated under Part IV of the Ontario Heritage Act by By-law 94-148. The property owner would also like to remove certain interior features from the designation by-law. V. Suppan indicated it is to remove the designation of interior features. Committee members discussed the possibility reducing the interior features identified in the by-law, and a focus on working with the property owner to conserve the exterior features of the dwelling. Heritage Committee members have arranged site visit to better understand the scope of the proposed alterations to help determine the appropriate heritage -3- "Subject to Advisory Committee Approval" cl abooll Clarington Heritage Committee Meeting Minutes September 20, 2022 permit process. A minor heritage permit might be appropriate for the renovation work to replace the front door frame. Staff mentioned that the removal of interior attributes from the designation By-law is an amendment process that requires Council approval and will take some time. Committee members attending the site visit will report back to the Committee at a subsequent meeting. 9.2 1246 Prestonvale Road Members of the Municipal Register/Inventory sub -committee evaluated the property, which is associated with several successful farming families and businesses throughout its history. The property scored a Group 2 Evaluation. Architecturally, the building was built in traditional and modest Victorian styles. However, the property is known as a local dairy farm. Committee members received and discussed the sub -committee's evaluation. The dwelling retains a certain heritage value, and the Committee encouraged the dwelling to be retained, or at a minimum commemorated. 22.36 Moved by D. Reesor, seconded by S. Conway "That, while the Heritage Committee would like to see the dwelling on the property retained, the HIA prepared by V. Santamaura and Committee's evaluation of the cultural heritage value or interest of the property suggest the property does not warrant designation under Part IV of the Ontario Heritage Act. Should the dwelling not be retained as part of the development, the developer should be required to incorporate the history of the dwelling and the farm property (including the Beaver Dairy Farm) into the development and commemorate the property. Such recognition may include but not be limited to (i) a gateway entrance feature, street naming, commemorative cairn with QR code technology." "Carried" 9.3 Budget 22.37 Moved by D. Reesor, seconded by R. Sproule That the Heritage Committee requests $1500 for the 2023 budget year. `Carried' 9.4 14 Concession Street W. Staff provided information to the Committee regarding a request from the property owner for a letter from staff outlining the designation of the property, and the requirement to maintain and conserve the designated heritage features. NVDHS: 1890 Garden party had a great turnout. The Orono Fair was successful with the focus on celebrating the 100th anniversary of Newcastle Community Hall. 10.3 Museum: Sarah Jane Williams Heritage Centre is open to the public Monday to Friday, 10 am to 4 pm. The service includes assisting people who are looking for information. The Museum has contributed to several outreach educational programs and initiatives in the summer. `Claringtown' children's play area is open to the public. 10.4 Heritage Conservation District: None 10.5 Wilmot Creek Heritage Park: None 11 Standing items: 11.1 81 Scugog Street: no update 11.2 Fletcher Tree: no update The Committee acknowledged Faye Langmaid's retirement from the Municipality of Clarington, and thanked Faye for her years of guidance and dedication to the Committee and the conservation of Clarington's cultural heritage.
