THAT Report PSD-024-05 be received; 2. THAT the by-law to amend By-law 86-112, being the Street Name Map and Street Name Inventory, as contained in Attachment 1, be APPROVED: 3. THAT each residential property owner be remunerated $50.00 and each private school be remunerated $150.00 in recognition of the inconvenience and costs associated with the street name change; 4. THAT the funds for remuneration for street name changes in northwest Bowmanville be paid from Account #1 00-x-x-x-2901 Working Funds Reserve; 5. THAT a copy of this Report and Council's decision be forwarded to the Durham Regional Police and the Region of Durham Planning Department; and 6. THAT all interested parties listed in this report and any delegations be advised of Council's decision. Staff also recommended changes to a portion of Middle Road and Jackman Road. Council, at its January 31,2005 meeting, adopted the following recommendation contained within staff report PSD-016-05: "THAT Staff be authorized to take appropriate actions under Section 47 of the Municipal Act, to advertise and hold a Public Meeting for the proposed street name changes that were chosen by representatives of affected properties who attended the Public Information Session". 1.2 Report PSD-016-05 (Attachment 1) explained the chosen street names and these names were subsequently advertised. The completion date for the advertisements within the local newspapers was February 9, 2005. 1 .3 Staff can now forward a recommendation report and amending by-law to Committee and Council. The amending by-law (Attachment 2), contains all of the street name changes that were in the above advertisements. This Report and its attached amending by-law are presented for Committee and Council's approval. 1.4 The implementation will proceed with the following transition process: . The effective date is September 1, 2005, save and except for the affected portion of Jackman Road which would be effective March 1, 2005; and . The Municipality will advise 43 agencies of the proposed street name changes. 1.5 The remuneration policy used for the "9-1-1" street name changes will be used for the northwest Bowmanville street name changes, that is, remuneration of $150.00 per affected business (and the policy categorizes schools as a type of business), and $50. per residential property owners and residential tenants, on a per household basis. The estimate of the number of properties affected by the street name and/or street address changes are as follows: . Residential owners/tenants . ONTARIO L 1C 3A6T (905)623-3379 F (905)62~ . 669 '627 REPORT NO.: PSD-016-05 PAGE 2 1.0 BACKGROUND 1.1 The lands between Middle Road and Scugog Street will be developing over the next few years. In December 2004 draft approved plan of subdivision 18T-87086 was registered as Plan 40M-2225. Draft approved plan of subdivision 18T-87085 is proceeding quickly toward registration. With the construction of these subdivisions, the new road network intersects with Scugog Street in several locations. Consequently, Scugog Street is divided into several distinct segments that are not continuous (Attachment 1). The discontinuity will generate some confusion with the street names and numbering. On October 25, 2004 Council authorized Staff to consult with residents with respect to changing the street name for segments of Scugog Street. 1.2 The purpose of this report is to inform Council of the results of the Public Information Session that was held on the evening of November 30, 2004 at the Gamet B. Rickard Recreation Complex. This report also seeks authorization to advertise the proposed street name changes and hold the subsequent public meeting. 2.0 PUBLIC INFORMATION SESSION 2.1 Staff organized and attended a public information session at the Garnet B. Rickard Recreation Complex in an effort to obtain input from the various property owners with respect to the above-mentioned need to change street names. Notices were sent by first class mail to all landowners on Scugog Street north of the intersection with Middle Road. At the session a few people were in favour of the street name changes. A few people were strongly opposed but, the large majority although opposed at the start ofthe meeting, came to understand the need for the changes and reluctantly agreed to work with staff on the selection of the new names. 2.2 Residents were given the opportunity to propose a new street name or select a street name from an approved list of war dead, war veteran and historical street names. Most residents wanted to retain some reference to "Scugog" in the new street name. Thus North Scugog Court and West Scugog Lane were selected. . West Scuaoa Lane This proposed name, used on Scugog Street from Middle Road to Bons Avenue, with a new street extension going directly north to Concession Road 3 (Attachment 1) currently has 11 households. Four (4) households were at the session. . North Scuaoa Court This proposed name, used on Scugog Street from Bons Avenue to a future cul-de- sac immediately south of Concession Road 3 (Attachment 1) will be used by 12 current households. Six (6) households were at the session and representatives of Knox Christian School were in attendance. 628 REPORT NO.: PSD-016-05 PAGE 3 The Durham Region Planning Department has approved the two names selected, for use by Clarington. 3.0 OTHER STREET SEGMENTS 3.1 Middle Road It is proposed that Middle Road from its current southem terminus at Scugog Street, north to Concession Road 3 (Attachment 1) be renamed Scugog Street. The intersection at a concession road is a more appropriate location for the transition of street names. The only municipal street address for this road segment is St. Stephens Secondary School. The separate school board, has verbally indicated that they accept the Municipality's right to re- name a street but ask that the timing be suitable for St. Stephen's Secondary School. 3.2 Jackman Road The opening of the Longworth Bridge and its westerly connection to Regional Road 57 in December 2004 necessitate the renaming of the portion of Jackman Road between Longworth Bridge and Regional Road 57 (Attachment 1) at this time, to Longworth Avenue and therefore, it has been included with the Scugog Street renamings. There are no municipal street addresses on this segment of Jackman Road. 4.0 NEXT STEPS 4.1 The Municipal Act requires that a Public Notice be given prior to holding a public meeting on a street name change. It is proposed that a public meeting be held on February 21, 2005. 4.2 It will be important to consider the timing of the street name changes in order to give people time to give notice of their change of address. It is recommended that the name changes for Scugog Street and Middle Road be effective September 1, 2005. This timing works well for the three schools affected by the street name change since it occurs at the start of a new school year. There are no households impacted by the renaming of Jackman Road, thus it would be renamed effective March 1, 2005. 5.0 CONCLUSIONS 5.1 It is recommended that staff be authorized to advertise a Public Meeting for the street names changes identified in Sections 2 and 3 of this report. I I i P ~ <j>~ '\ ~I \ 630 CORPORATION OF THE MUNICIPALITY OF ClARINGTON BY-lAW NUMBER 2005- being a By-law to amend By-law 86-112. a by-law to establish a Street Name Map and Street Name Inventory in the Municipality of Clarington WHEREAS the Council of the Corporation of the Municipality of Clarington deems it expedient to amend the Street Name Map and Street Name Inventory for roads in the Municipality of Clarington; AND WHEREAS such a Street Name Map and Street Name Inventory establishes an official name for all improved roads and those unimproved roads with summer maintenance only for the Municipality of Clarington; NOW THEREFORE BE IT ENACTED as by-law for the Municipality of Clarington as follows: 1. Schedule "A" the Street Name Map, and Schedule "B" the Street Name I nventory, be amended to change the name of: a) "Scugog Street" from Middle Road to the future Bons Avenue to "West Scugog lane"; b) "Scugog Street" from the future Bons Avenue to Concession Road 3 to "North Scugog Court"; c) "Middle Road" from Scugog Street to Concession Road 3 to "Scugog Street"; and d) "Jackman Road" from Longworth Bridge to Regional Road 57 to "longworth Avenue".
