REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE
MEETING OF JANUARY 3, 1984

SUBJECT: L.A.C.A.C. REQUEST TO DESIGNATE:
99 CHURCH ST. , BOWMANVILLE - "BLEAKLEY HOME"

RECOMMENDATION:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the
following :
1 . That Report PD-7-84 be received; and
2. That the request of the Town of Newcastle Local
Architectural Conservation Advisory Committee
to designate the buildings known as the
Bleakley Home at 99 Church Street and the
Ramsay House at 85 High Street be approved; and
3. That the Clerk prepare, send and publish the
required notices of intent pursuant to Section
29 of the Ontario Heritage Act and to report
back to Council following the prescribed
notification period.

BACKGROUND:
On November 2.3, 1983 and December 6, 1983 the Planning
Department received copies of requests submitted by the
Local Architectural Conservation Advisory Committee to
designate two (2) existing single family dwellings as
historical sites within the Town of Newcastle.
In reviewing the request, staff note that Section 2.11 of
the Bowmanville Urban Area Official Plan, entitled "Historic
Conservation", provides that Council upon the advice of the
C Local Architectural Conservation Advisory Committee, may
designate specific structures or sites as having historical
or architectural significance under the Ontario Heritage
Act.
With respect to the zoning of these two (2) single family
dwellings, staff note that both properties are presently
zoned "R-General Residential " by Zoning By-law 1587, as
amended, of the former Town of Bowmanville. Single family
residential dwellings are permitted uses under this zoning
classification. The proposed historical designation of
these dwellings would not offend the intent of the Zoning
By-law.
COMMENTS:
Since the proposed historical designation for 99 Church
Street and 85 High Street, Bowmanville would not offend the
intent of the Bowmanville Urban Area Official Plan and the
Bowmanville Zoning By-law, staff would have no objection to
their designation as heritage properties.

In accordance with the provisions of the Ontario Heritage
Act, where Council intends to designate a property to be of
historic or architectural value, it must provide notice of
this intention after consultation with the Local Advisory
Committee where such a Committee has been appointed.
However, since the subject requests have been initiated by
the Local Advisory Committee, Council may, if it deems
advisable, proceed to provide notice of intent to
designate in accordance with the requirements prescribed by
the Ontario Heritage Act.

Therefore, it would be appropriate for Council to approve
the requests and to initiate the necessary procedures.
