SUBJECT: TYRONE COMMUNITY CENTRE
REQUEST FOR SANDING OF PARKING LOT
RECOMMENDATION:
It is respectfully recommended:
1. That this report be received; and,
2. That the Town of Newcastle Public Works Department
not provide winter maintenance to Town Hall Board
parking lots; and,
3. That the Tyrone Community Centre Board be so advised.
BACKGROUND:
Correspondence to -the Mayor and Council, from Mrs. Patricia
Wood, Secretary, requesting advice as to what arrangements
might be made for sanding of the Tyrone Community Centre
parking lot by the Town, including costs, was referred to
the Department of Public Works for review and a report.

REPORT:
The Public Works Department on various occassions, have
received requests to perform maintenance activities on
community hall board lots and in response advised the
concerned party that plowing or sanding of the parking lots
was the responsibility of the individual hall board and that
the work was not within the Public Works Department Budget.
On several occassions it has been proposed that the work
could be performed on an actual cost basis if the half board
so wished. Winter sand has also been made available for
pick -up at the Public Works yards at no cost to the board.
The costs for winter maintenance equipment as approved in
the 1984 Schedule of Equipment Rates are as follows:
Labour costs are 1983 rates.
Snow Plow - Champion Grader
complete with snow plow and wing $ 37.05/hr.
Grader Operator including
35% Overhead (1983 rate) $ 14.98/hr.
TOTAL $ 52.03/hr.
Snow Plow - Truck Mounted
Fora ED 35,000 GVW
complete with snow plow and wing $ 26.15/hr.
Truck Driver & Wingman
including 35% Overhead (1983 rate) $ 27.45/hr.
TOTAL $ 53.60/hr.
Sander - Truck Mounted
Fora L9000 35,000 GVW
complete with sander $ 28.00 /hr.
Truck Driver including
35% Overhead (1983 rate) $ 14.21/hr
TOTAL $ 42.21/hr.

The Department receives many enquiries as to level of
service and frequency of plow and sander trips by concerned
residents, and it is felt that the Public Works Department
should concentrate its staff and equipment on the winter
maintenance of Town Roads. Therefore, it is not considered
advisable to increase the work load of the department by
taking on the added responsibility of plowing hall board
lots. The lots, however, could be included in the Town's
annual snow clearing and winter maintenance of sidewalks and
parking lots contract.
It is, therefore, recommended that the Public Works
Department not provide winter maintenance to Town Hall Board
Parking Lots.

Further to your recent request for winter sand at the Tyrone
Hall, this letter is to confirm the Public Works Department's
position that any plowing and /or sanding required at the Tyrone
Hall parking lot is the responsibility of the Hall Board.
However, we would be pleased to include the parking lot on our
route if the Board wishes to have this work performed at their
cost. The rate for sand trucks and plows is approximately $50.00
per hour.
As suggested, winter sand for sanding the lot is available at
our Works Depot during normal working hours. There is no charge
for small amounts of winter sand picked up at the depot, and we
believe you will find this alternative satisfactory to your
needs.
