(416) 263.2231 987 -5039 REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING OF MARCH 19, 1984. REPORT NO.: WD -32 -84 SUBJECT: CLOSURE AND CONVEYANCE OF LAMBERT STREET, BETWEEN QUEEN AND PRINCE STREETS IN BOWMANVILLE, TO ACCOMMODATE EXPANSION OF MEMORIAL HOSPITAL - BOWMANVILLE. RECOMMENDATION: It is respectfully recommended: 1. That this report be received; and, 2. That as part of its contribution towards the expansion plans for Memorial Hospital - Bowmanville, the Town of Newcastle suspend the requirements of its road closing aryl conveyance policy, and take the necessary actions for the closure and conveyance of Lambert Street between Queen and Prince Streets; and, 3. That the necessary funds for survey, legal, advertising, and administration, costs associated with the closure and conveyance be drawn from the Road Capital Reserve Fund, Account No. 1110 -X- 00165 -7; and, ...2 Page 2 REPORT NO.: WD -32 -84 4. That Memorial Hospital - Bowmanville be responsible, as part of their construction program, for removal and /or relocation of any utilities or services on Lambert Street; arid, 5. That Memorial Hospital - Bowmanville, be so advised. A request has been received from Memorial Hospital - Bowmanville, for closure and conveyance of Lambert Street between Queen and Prince Street to accommodate expansion plans for the hospital. Normally, according to Town Policy, such a request would require the applicant to provide a formal petition from abutting lard owners, a reference plan, a certified appraisal for the value of the road allowance, and an administrative deposit of $500.00. This could result in a total cost to the applicant of between $1,000.00 and $2,000.00 for processing and whatever the value of the approximately one-half acre of road allowance would be appraised. The road allowance occupies an area of about four hundred (400) feet by sixty -six (66) feet and could conceivably be developer) as two building lots. The Town, on the other hand, can, if there are no objections, process the closure and conveyance for less than $1,000. ...3 Page 3 REPORT NO.: WD -32 -84 In light of the purpose of the closure and conveyance, and the Town's potential financial involvement in the project for expansion of the hospital, it is recommended that staff be directed to take all steps for closure and conveyance at no cost to Memorial Hospital - Bowmanville. The hospital will, however, have to make provision in its construction plans for removal or relocation of any services w-d utilities located in the road, which may conflict with the proposed use of the land.
