It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. THAT Report No. CS -11 -99 be received; and
2. THAT Council approve the attached proposed schedule of Rates and Fees, effective
September 1, 1999.
1.0 BACKGROUND
1.1 Each year staff of the Community Services Department initiate the process of
reviewing the established rates and fees for the various services and leisure
opportunities provided by the Department. This process reocgnizes many factors
that influence the public's participation as well as the associated operational costs
that are incurred in providing them. The 1998/99 rates and fees schedule realized
increases in the areas of Aquatic Instruction, Arena Ice Rentals and Program Service
sections only.
1.2 The mandate of the Community Services Department is to provide quality services
and leisure programs at reasonable rates. To this end, the Department will continue
to use Discount Coupons to promote and encourage our residents to participate in
specific programs and /or memberships. Further, to assist families, the department
continues to promote a Family Discount whereby the first two (2) children in a
family register at the established fee and all subsequent children are registered at a
50% discount of the fee. Both of these initiatives have enabled the department to
achieve, and in many cases, surpass expectations and previous participation levels.

1.3 The body of this report, and its attachments, will outline current rates and fees as
administered by the Community Services Department, recommending adjustments
as required.
2.0 FACILITY RENTAL RATES
2.1 The Community Services Department is committed to keeping facility rental rates
(Attachments #1 & 2) as reasonable as possible. Staff have reviewed rates from
neighbouring Municipalities in considering adjusting current rates. For the most
part facility rentals are generally low in Clarington compared to other Municipalities
and as such, staff are recommending increases to some rates. New facility rates
include Summer Ice Rentals and Aquatic Adult club rates.
3.0 MULTIPURPOSE ROOM RENTAL RATES
3.1 All rates for the Multi- Purpose Room rentals (Attachments #3,4,5) have been
adjusted to reflect a consistent approach to setting appropriate rates for Full, Half
and Quarter Sections of the hall. Rates have been calculated by taking full rate for
room and dividing by 2 and adding 10 %. New rates have been included for Quarter
Section Hall rentals at the Garnet B. Rickard Recreation Complex.
4.0 MEMBERSHIP FEES
4,1 This year it is recommended that a monthly Pool and Fitness Membership be
implemented for use at the Courtice Community Complex only. Over the past two
years a monthly membership was promoted within the Municipal Aquatic Facility
Membership rates which allows members to utilize both the Clarington Fitness
Centre and the Courtice Community Complex. To provide a more realistic fee
associated to using one (1) facility versus two (2) facilities, it is recommended to
implement a new monthly rate at Courtice Community Complex for use of the Pool
and Fitness Room (Attachment #6 & 7).
4.2 Couples membership rates have remained unchanged for the past four (4) years at
the Clarington Fitness Centre (Attachment #6). The rate was first introduced to
increase squash memberships and to promote the sport in our community. To bring
the couple membership more in line with comparable memberships in other
municipalities and the private sector an increase is recommended.
5.0 PROGRAM FEES
5.1 The various programs administered and implemented by the Community Services
Department include instruction /structured programs, such as Swim Lessons, Day
Camps and Fitness opportunities as well as unstructured programs /activities such as
recreational public swims and skating.

5.2 Aquatic Program costs have increased due to higher costs implemented by the Red
Cross and the Red Cross and Life Saving Society and those costs are reflected in the
related proposed fees.
5.3 There is a new category being introduced for the 1999 -2000 operational year
identified as Fitness Appraisals and Personal Training (Attachment #9). Over the
past two (2) years members at the Courtice Community Complex have identified a
need to discuss their goals and notice their starting point once they start using the
Fitness Room on a regular basis. The Fitness Appraisal and Personal Training
sessions will allow individuals a chance to meet with our Fitness Appraiser/Trainer
on an hourly basis or by a five (5) or ten (10) session package. The Appraisal will
inform individuals of their starting point by measuring the individuals current fitness
level which will include:
Cardiovascular efficiency
Body Dynamics
Muscular strength and endurance
Flexibility
Blood Pressure /Heart Rate
Fitness Appraisals will be included in the Annual Pool and Fitness Membership
(Attachment #6) which is recommended to increase to reflect costs associated with
this professional service. Appraisals are usually performed on a yearly basis;
however, some patrons prefer this service on a more regular basis. Therefore, it is
recommended to implement an hourly rate at twenty dollars ($20.00) per hour.
Following a Fitness Appraisal, individuals may wish to enter into a personal training
program, which is a program where the trainer will design a personalized fitness
workout to be accompanied by the trainer ensuring that the member is on target to
meet their goals. The training will consist of a one (1) hour one -on -one session at a
rate of twenty -five dollars ($25.00) per hour or by purchasing a five (5) or ten (10)
Package Session.
5.4 Summer Day Camps (Attachment #9) have been in operation in the Municipality for
many years at an affordable cost to the participants. As the programs grow and more
activities, supplies and trips are implemented, the cost to operate the program is
increasing. It is recommended to increase this program's fees to cover those
additional costs.
5.5 At the present time, the Municipality offers an extended hours program where
working parents have the opportunity of dropping off and picking up their child(ren)
an hour before and /or an hour after the specified Day Camp hours. Presently this
service is offered at no additional cost.

A new daily /weekly rate (Attachment #9) is recommended to offset the additional
cost in providing daycamp staff to provide supervision during these times.
5.6 This year the Day Camp program has introduced a new Leader in Training program
which is designed to develop experienced campers ages 12 to 15 years into
effective leaders. Skills learned may be applied to any leadership situation,
especially within a camp environment. Presently the fee charged for this program is
consistent with all program participants, however, with increased cost of resources,
supplies and additional qualified staff required to run this particular program, it is
recommended that the fee be increased to reflect these costs (Attachment #9).
6.0 SUMMER ICE
6.1 Many communities are experiencing a demand for summer ice at their ice facilities.
Summer hockey schools and speciality programs are experiencing success with
operating developmental type programs in the off season while children are out of
school on summer break. Community Services Department staff through their
contact with various winter ice user groups, feel that one ice surface would support
the ice needs of those groups with an interest in expanding their programs in the
summer months.
From an operational stand point establishing and maintaining a quality ice surface
throughout the warmer months of the year will cost much more than in the
traditional operating months. To off set these higher operating costs it is reflected
through charging a higher or premium rate to summer user groups. Currently our
first season of full summer ice, staff have been applying the Adult Prime Time rate
of $120.00 per hour for all local groups. Non - Resident groups would be charged
$160.00 per hour.
For the 2000 summer ice season we are recommending that Adults pay $130.00 /per
hour (a slight premium) and we further recommend that the Youth Rate and Hockey
School -Youth Rate remain at $120.00 per hour.
7.0 SPORT FIELD RENTAL RATES
7.1 As Members of Council are aware, Public Works has assumed responsibility for
maintenance and commencing in the year 2000 will also be responsible for park
and outdoor recreation facilities bookings. This section of the fees and rates has
been deleted from this report and will be addressed by Public Works at a later date.

8.1 The Community Services Department has focused efforts on maintaining the high
quality of programs and services, at reasonable rates and fees which the public has
come to accept. In preparing this report and the schedule of rates and fees, staff
reflected the costs of providing these opportunities in comparison to similar rates
and fees charged in neighbouring municipalities. Overall, rates and fees charged in
Clarington are competitive with similar programs and facilities throughout the
Durham Region.
