THAT Report No. CS -05 -97 be received; and 2. THAT the proposed schedule of Rates and Fees for the Courtice Community Complex be approved, effective September 1, 1997. 1.0 BACKGROUND 1.1 As Members of Council are aware, the Municipality will be introducing the Courtice Community Complex to the Community in September, 1997. 1.2 Staff has prepared the proposed Courtice Complex operational Rates and Fee schedule for implementation when the facility opens this Fall. Given the existing economic climate, there is continued pressure and concern that our facilities and programs strive to achieve operational self - sufficiency, while not losing sight of the traditional mandate of providing quality facilities, programs and services at reasonable rates. 2.0 PROGRAM FEES 2.1 This section identifies programs that are provided to the Community, by the Community Services Department. These include unstructured programs, such as public swimming as well as structured programs such as the Day Camps and Aquatic programs. 2.2 All existing program fees are being proposed for the Courtice Community Complex at the approved rate for other Municipal pools with the exception of public swimming rates. Those rates have been increased nominally over the current rate at the Clarington Fitness Centre and the two outdoor pools to reflect the additional cost of operating the Courtice Community Complex pool slide. (The Department is required to post 2 additional lifeguards specifically for the slide operation at the Courtice Community Complex). nPaPEA� & -EYR 10 i THiS B PRIMEDC RECYCLED PAPER ./2 REPORT CS -05 -97 "2, JUNE 16,1997 2.3 The Department will continue to accept passes and memberships from all of our aquatic facilities however, when members and pass holders from Clarington Fitness Centre, Newcastle Lions Pool and Orono Pool visit the Courtice Community Complex pool, a .50¢ admission surcharge is being proposed for public swimming only. 2.4 The Department is also introducing three new program initiatives to commence this Fall. The Youth Triathlon Training program is being offered exclusively at the Courtice Community Complex and will incorporate the fitness component of the facility in addition to the aquatic and dry land requirements. 2.5 Synchronized Swimming and the Junior Lifeguard Program are two other new programs to be offered this Fall at both the Clarington Fitness Centre and the Courtice Community Complex. 3.0 MEMBERSHIPS 3.1 Proposed Pool and Pool/Fitness Membership fees are slightly higher than existing comparable memberships at the Fitness Centre, accounting for the expense incurred as a result of additional staffing requirements for the pool slide. 3.2 A Fitness Membership is being introduced at the Courtice Community Complex this year, and a new Municipal Aquatic Facility Membership is being offered at all facilities. The Municipal Aquatic Facility Membership will allow the member to access any of four Municipally operated aquatic facilities complete with all amenities. 4.0 MULTI - PURPOSE ROOM RENTALS 4.1 Rates proposed for the Multi- Purpose Room rentals are consistent with those charged at the Rickard Recreation Complex. The capacity of the hall at the Courtice Community Complex (200) is approximately 57% as large as the capacity of the Rickard Recreation Complex (350). As a result, the proposed fees for Courtice Community Complex Multi- Purpose Room reflect that percentage of the corresponding cost for the approved rental rate at the Rickard Recreation Complex Multi- Purpose Room. 5.0 COMMENT 5.1 Staff have attempted to recommend rates that are consistent with existing rates at comparable facilities within the Municipality.
