(416) 263 -2231 987.5039 REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING OF APRIL 16, 1984. SUBJECT: REMOVAL OF THE C.P. RAIL SPUR SERVING THE BOWMANVILLE FOUNDRY AREA, AND CROSSING SCUGOG STREET. RECOMMENDATION: It is respectfully recommended: 1. That this report be received; and, 2. That three certified copies of the following resolution be forwarded to C.P. Rail: "THAT the Corporation of the Town of Newcastle does not object to C.P. Rail abandoning and removing -the industrial spur crossing Scugog Street, at grade, subject to C.P. Rail securing approval from all involved agencies, especially the industries being served by said crossing." ...2 - (a) Page 2 REPORT NO.: WD -40 -84 Report WD- 38 -84, attached hereto, provides background to this matter. However, in considering the report Members of Council expressed concern that industries served by the crossing would be overlooked. Consequently, it was directed that staff verify with these industries that the spur is not required. Bowma.nville Foundry and persons involved with the former Hollingshead property were contacted aryl indicated no interest in the spur. As the railway charges a monthly rental fee, use of the spur is often not economical. Contact was also made with C.P. Rail who advised that the spur users were contacted aryl did not indicate a desire for its continued use. It should also be pointed out that matters such as retirement of rail spurs must be approved by the Canadian Transport Commission who require agreement by all that the proposal is satisfactory. It is, therefore, recommended that the Town concur with the rail spur removal. Respectfully submitted, 10 R.G. Dupuis, P. Eng., Director of Public Works. RGD:jco April 4, 1984. Attachment r r
