REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE
MEETING OF MAY 7, 1984.
REPORT NO.: WD -45 -84
SUBJECT: PETITIONED IMPROVEMENTS ON NASH ROAD
BETWEEN THE OSHAWA /NEWCASTLE TOWNLINE
AND DARLINGTON BOULEVARD NORTH
RECOMMENDATION:
It is respectfully recommended:
1. That this report be received; and,
2. That the petitioners be advised that warrants do exist
for street light installation on Nash Road between the
Oshawa /Newcastle Townline and Darlington Boulevard
North; and,
3. That a copy of By -law 84 -20, being a by -law
identifying the Town's policy for street lights, be
forwarded to the petitioners for their consideration
and further action in accordance with said policy;
and,
4. That a copy of this report be forwarded to the
petitioners in response to their other requested ,
improvements.

A petition has been received from residents on Nash Road,
between the Oshawa /Newcastle Townline and Darlington
Boulevard North, requesting the following improvements:
a) street lighting
b) municipal garbage collection
c) a reduction in the speed limit
d) improvements to the road and road maintenance
e) improved private entrances
f) a sign identifying Nash Road at the Oshawa /Newcastle
Townline.
The following will deal with each of these areas.
Street Lighting
The area has been reviewed and found to meet more than one
of the criteria and warrants for street lighting as
identified in By -law 84 -21. Accordingly, the policy for
installing street lights specified in By -law 84 -20 may be
applied. As such street light installations are normally
initiated by benefiting land owners, they should be made
aware of the implications to them. They should, therefore,
be provided with a copy of By -law 84 -20 with the request
that they indicate in a petition specific to street lights,
their desire to proceed with further steps in the process
such as cost estimates, etc.

Municipal Garbage Collection
The petitioners have requested garbage collection at the
cost of the municipality. It should be pointed out to them
that in areas where there is municipally administered
collection, Bowmanville, Orono and Newcastle Village, the
cost for such collection is area rated, i.e., there is an
amount added to the tax bills of benefiting owners to cover
the cost of collection. Nowhere in the Town of Newcastle is
garbage collection paid for by the Town or the general levy.
The petitioners should also be advised that the Town does
not, at present, sponsor garbage collection in any of the
built -up areas outside of Bowmanville, Orono, and Newcastle
Village. Even the areas having a higher urban
concentration, such as Hampton, Mitchell's Corners, Solina,
etc., have private collection.
Reduced Speed Limit
The speed limit for the area in question, as prescribed by
By -law 79 -75, is 60 km /hr, which is consistent with that
established in other similarly built -up areas. Areas where
schools exist are appropriately signed in accordance with
the Highway Traffic Act. Requests for speed reductions,
similar to that from the petitioners on Nash Road, have been
received in other areas. We hope to review all such
requests in a review and update of the speed -limit by -law
scheduled for later this year. The request of the Nash Road
petitioners may, therefore, be accommodated in such an
update.

Road and Road Maintenance Improvements
With respect to both summer and winter maintenance, the road
in question is maintained to a standard consistent with that
provided on other Town roads which serve a similar function.
Winter maintenance is felt to be equivalent to that being
provided by most municipalities in the category of the Town
of Newcastle. Summer maintenance on this section of road
does represent a high need and, in fact, the road should be
reconstructed to reduce the amount of summer maintenance
required. Unfortunately, the Town's funds for road
construction, as established through Provincial subsidy
policies, are limited and only a very small percentage of
the mileage requiring reconstruction can be budgeted. There
are many roads with a much higher priority than Nash Road,
however, this request will be given due consideration in the
preparation of future budgets.
Improved Private Entrances
Where problems with private entrances exist, through heaving
and blockage of culverts, washouts, etc, they are corrected
by Works Department maintenance forces as we are made aware
of them. Mr. Wilton's problem will be corrected as will
those of any of his neighbours who draw them to our
attention. As there are thousands of entrances in the
Municipality, a regular program of maintenance does not
exist, and repairs take place only on demand.

Such a sign will be ordered and installed within the next
few weeks.
In summary, some of the areas of concern of the petitioners
can be addressed with little difficulty. Others are similar
to those being experienced throughout the Town, and due to
limited funds, can only be addressed on a priority basis.
Every effort will be made to ensure that the area in
question receives a level of service consistent with that
throughout the Town.

We the undersigned citizens of this town, occupy single family dwellings
on Nash Rd, between Townline Rd., and Darlinton B1vd,N.
We wish to discuss several problems in our area with you. They are centred
r aulic3 major issue. 'We pay a substantial amount of taxes, but receive
little in return.
We wish either a town meeting be held, or we be notified when these problems
can be taken care of. Contact Mr. or Mrs. Daniel Wilton, 1425 Nash Rd.
Firstly, we have no means of street lighting in our area. With the Kingsway

in ,proposed housing going up in the area, this would cause Nash Rd-, to be
travelled more. We feel that five street lights are needed in the area to
liglit the area sufficiently.
Second, we are paying an unreasonable rate for garbage pick -up from an
independant company. We want the city to pick up garbage at the cities cost.
Third, we have a speeding problem in our area. The posted speed is 60kmfh.
Deed we remind you, this is a residential area, and a public school is close
by. The speE-d should be dropped to 50km /h.
Fourth. we receive poor road work in winter and summer. We are aware that
we are not a major route, however, we are now getting many more heavy vehs.

;Toa will see. Further to this, there have been drive way entrances fixed
to a Couple of houses. But what about the others? I(Mr. Wilton) have already
replaced a muffler on my veh. The town said they would fix my entrance.
That was two years ago.
our final request is not a major concern but it would be nice if a street
si�;rl that says "HASH RD.t1 could be placed at' Townline and Plash. The town
down °t Cornet where we live when it comes to collecting taxes. So why should
we ;e !an Jloticed when it comes to a little service from our town ??
