SUBJECT: CITY OF OSHAWA SIDEWALK CONSTRUCTION ON THE
WEST SIDE OF TOWNLINE ROAD BETWEEN
ADELAIDE AVENUE EAST AND KILMAURS AVENUE
RECOMMENDATION:
It is respectfully recommended:
1. That this report be received; and,
2. That the City of Oshawa be advised that the Town of
Newcastle has no objection to the construction of a
sidewalk on the west side of Townline Road from
Adelaide Avenue East to Kilmaurs Avenue, subject to
a clear understanding that the Town will not be
required to contribute to the capital or maintenance
cost of such sidewalk.

REPORT:
On March 19, 1984, Report WD- 36 -84, Members of Council
considered a similar request from the City of Oshawa for
construction of sidewalk on the west side of Townline Road
south of Adelaide Avenue, and the section in question.
Circumstances in this request are no different in that the
sidewalk is to serve residents in the City of Oshawa. Since
the Boundary Road Agreement between the Town and City
requires mutual concurrence on such projects, it is
appropriate for the Town to indicate its approval. No costs
associated with the sidewalk construction will be assessed
to the Town.

Re: Installation of Sidewalks on the West Side of Townline Road North between
Adelaide Avenue East and Kilmaurs Avenue
The Council of the City of Oshawa considered the above matter at a meeting held
on 1984 04 02 and adopted a recommendation of the Public Works Committee as
follows:
"1) That subject to the consent of the Town of Newcastle, a sidewalk be
constructed in 1984 on the west side of Townline Road North between
Adelaide Avenue East and Kilmaurs Avenue.
2. That copies of the Commissioner of Works' Report dated 1984 03 23 on
Item 31 -84 be forwarded to the following:
a) The Regional Municipality of Durham
b) The Town of Newcastle."
In accordance with the above resolution, I have enclosed for your information a
copy of Public Works Report 31 -84.

1) That subject to the consent of the Town of Newcastle, a sidewalk be
constructed in 1984 on the west side of Townline Road from Adelaide Avenue
to Kilmaurs Avenue at an estimated cost of $15,000, and further, the 1984
sidewalk portion of the Capital Budget be increased to provide for this
project and it be financed from the Arterial and Collector Road Levy.
2) That copies of the Commissioner of Works' Report dated 1984 03 23 on
Item 31 -84 be forwarded to the following:
a) The Regional Municipality of Durham
b) The Town of Newcastle

City Council at their meeting of 1984 02 20 approved a recommendation to
construct a sidewalk on the west side of Townline Road North between Kingsway
Village Shopping Mall and Adelaide Avenue East, subject to receiving consent
from the Town of Newcastle.
During the same meeting the following motion was also adopted, "That the Public
Works Department investigate the installation of sidewalks on the west side of
Townline Road North between Adelaide Avenue East and Kilmaurs Avenue ".
Townline Road in the subject area comes under the jurisdiction of the Region of
Durham and is classified as an arterial road in accordance with their Official
Plan. This street carries a 24 hour average daily traffic volume of
approximately 2,500 vehicles on a 6.4 m (21 feet) wide road surface which is
constructed to rural standards.
There are no sidewalks on either side of the street. Pedestrians have only
narrow shoulders ranging from .45 m to .17 m (1.5 to 2.5 feet) on which to
travel.
The installation of the subject sidewalk would provide service to a total of 15
City of Oshawa residences situated on Kilmaurs Avenue and on the west side of
Townline Road North. In addition there are approximately 10 Town of Newcastle
residences located on the east side of Townline Road North between Adelaide
Avenue and a point just north of Kilmaurs Avenue. Fran this point northerly,
development is very sporadic.
The estimated cost of constructing the sidewalk having a length of 146.3 m (480
ft.) would be approximately $15,000. With the exception of a 48.8 m (160
feet) length at the north end of the block the sidewalk can be constructed in
its final location.

It may be necessary to relocate the referenced short section of sidewalk at such
time as the roadway is constructed to a greater width. In discussing this
matter with Regional Staff, it has been determined that the Region have no
immediate plans to reconstruct the roadway.
From the information now available it appears that the proposed alignment will
riot have a detrimental effect on any of the trees which presently exist in the
subject area. A geonetric plan of the project will be available at the
Committee meeting.

In view of the foregoing it is recommended that the sidewalk portion of the 1984
Capital Budget be increased to provide for the proposed sidewalk project in 1984
with funds to be allocated from the Arterial and Collector Road Levy.
Sidewalk construction on Townline Road is subject to the terms of a Boundary
Road Agreement with the Town of Newcastle, therefore it will be necessary to
obtain their consent for the project.
In addition, as the road comes under the jurisdiction of the Region of Durham,
it is recommended they be advised of the City's intentions.
