REPORT NO.: WO -48 -84 SUBJECT: UPDATED TOWN OF NEWCASTLE DESIGN CRITERIA AND STANDARD DETAIL DRAWINGS RECOMMENDATION: It is respectfully recommended: 1. That this report be received; and, 2. That the Director of Works be authorized to issue updated metric Design Criteria and Standard Detail Drawings for use by developers in preparing engineering drawings for subdivisions; and, 3. That such authorization be an interim measure.until such time as the finalized compilation of Design Criteria and Standard Detail Drawings are submitted to Council for adoption. Page 2 REPORT NO. WD -48 -84 REPORT: In 1978, a set of Design Criteria and Standard Detail Drawings, in imperial units, was prepared for the Town by Totten Sims Hubicki Associates Ltd. At that time, they were adopted by the Town for its own use and to be used by consultants and developers in preparing subdivision engineering drawings, etc. Since that time, however, .conversion to metric units has occurred and engineering drawings are being prepared accordingly. To take this conversion into account and facilitate submissions by developers, Works Department staff have reviewed the 1978 Criteria and Drawings towards updating to metric units, modifying drawings to represent the best current engineering practices, and providing additional. standards and criteria which had not been included before. This process included reviewing Criteria and Drawings of other agencies and municipalities and capitalizing on the best features contained in each. In fact, reproducible originals were securred from authorities such as the Region of Durham and City of Oshawa and modifed to meet the Town's needs. This method reduced the time and cost factors associated with producing Criteria and Drawings to virtually nil. Major costs will be for printing reproduction and binding. These, however, can be recovered by selling the finalized documents to individuals requiring them. Again, because Works Department staff have undertaken this process, actual costs will be very minor compared to having the documents prepared by others. ° Page 3 REPORT NO. WD -48 -84 At present, there are developers working on engineering drawings for their subdivisions who, because of requirements for metric drawings for Regional services, would like to design Town services in metric. Although final documents are not imminent, at least ninety -five percent of the Criteria and Drawings are in final form. These have been provided to Members of Council within the past few days. Therefore, to facilitate engineering on development proposals which appear to be imminent, it is recommended that the Works Department be authorized to issue the material available to developers' consultants when requested. Finalized Design Criteria and Standard Detail Drawings will be submitted to Council for adoption later in the year. Respectfully submitted, R.G. Dupuis, P. Eng., Director of Public, Works.
