Recommendations:
It is respectfully recommended that the General Purpose and Administration Committee recommend
to Council the following:
1. THAT Report No. CS -05 -96 be received for information; and
2. THAT Council select one of the following; and
Option #1 - Implement a Group Rate /$1.00 per person
Option #2 - Approve a grant
Option #3 - Deny the request
3. THAT Debra Aiello be advised of Council's decision
1.0 BACKGROUND
1.1 At the May 13th Council meeting communication for direction D -2 Attachment #1 was referred
to staff for review and report. The request by Mrs. Debra Aiello representing the Stewardship
Committee at St. Paul's United Church is for Council to consider a group rate for picnic
reservations at Orono Park.
1.2 The group rate for picnics at Orono Park was discontinued in 1989. The rational was such that
it was difficult for staff to determine who had pre -paid at the group rate from other patrons
utilizing the park facilities on an individual or family basis.
1.3 Also, as members of Council are aware, Orono Park continues to be a very popular site
for family picnics and on average is used by literally hundreds of people each weekend.
Parking space is limited at the Park and has been a problem in the past where people
park on roadways outside the park and within Ministry of Natural Resources property
at the Orono Reforestation Centre. Implementing a group rate may not encourage car
pooling and could compound this problem.

2.0 OPTIONS
2.1 Council may wish to consider the following options pertaining to the fees associated with Orono
Park.
OPTION #1: Implement a group rate at a fee of $1.00 per person.
OPTION #2: Approve a grant to the Stewardship Committee of St. Paul's United Church.
(similar to other organizations representing Council to waive or reduce
fees at other Municipal facilities.)
OPTION #3: Deny the request for a group rate.
2.2 OPTION #1 - Implement a Group Rate
2.2.1 Should Council decide to approve Option #1 and implement a group rate at Orono
Park, staff will develop a process, where passes could be issued to the contact person
for distribution to their participants. These passes would be submitted at the park gate
avoiding confusion in determining which cars are associated with the group.
2.2.2 Staff is suggesting a group rate of $1.00 per person using an average of 4 people per
vehicle the cost would be reduced by $1.50 from the existing rate of $5.50 per car.
2.2.3 Although this option may show a decrease in the park's revenue budget, staff does not
feel that the impact would be significant.
2.3 OPTION #2
2.3.1 Option #2, is consistent with the process currently in place where requests are made for
waiving or reducing fees at other Municipal facilities. If selected, future requests of this
nature will continue to be referred to Council, however, this option will not impact the
park's revenue budget.
3.0 COMMENT
3.1 Should Council decide to approve a group rate, staff are prepared to implement the
process immediately.

Clarington Council
I am writing on behalf of the Stewardship Committee at St. Paul's
United Church.
St. Paul's has reserved space at Orono Park on Sunday, June 23,
1996. We are planning an outdoor service followed by picnic lunch
and games. Approximately 200 people will be attending, and car
pooling from Bowmanville will be encouraged.
I would like to request a group rate for members of our
congregation, rather than having each car stopped and asked to pay
the usual $5.50 rate. Municipal staff have told me that Council
will have to approve this, and I hope it can be considered at your
next meeting.
