Subject: FITNESS CENTRE - SQUASH FACILITIES
Recommendations:
Itis respectfully recommended that the General Purpose and Administration Committee recommend
to Council the following:
1. THAT Report No. CS -02 -96 be received; and
2. THAT Renovations to the squash court viewing windows at the Fitness Centre be
referred to 1996 budget deliberations; and
3. THAT Michael Van Der Ven be advised.
1.0 BACKGROUND:
1.1 At the September 25, 1995 meeting of Council correspondence D -12 and D -15 (Attachment
#1 & 2) were referred to the Community Services Department for review and report.
1.2 The two areas of primary concern were that of children pushing open the squash
doors from the hallway, while the courts are in use, and the need for an opening
from the viewing area into the squash courts to assist tournament officials in
communicating with the players during a match.
1.3 Other concerns mentioned in the letters involve maintenance of the facility and court
time for tournaments.
2.0 RENOVATIONS
2.1 The lock on the Squash Court door is to be changed, by installing a flush mounted
latching device, which will not interfere with play, and at the same time allow access
from inside and outside the courts in the event of an emergency.
2.2 Staff will be. installing the latch in the near future as cost is minimal and can be
accommodated through the Centre's operating budget.

2.3 Modifying the existing windows from the viewing area to allow access to the court
is also recommended for implementation. Through discussion with the Fire
Department and Building Department, it was determined that the window in
question must have a fire wall rating, as such, alterations would involve replacing the
existing enclosed window with an automatic shutter door that would activate in the
event of a fire.
2.4 Costs for modifying a window for each court to accommodate competitive play is
estimated at $5,000.00 per court for a total of $16,000.00 and has been recommended
to the Property Manager for inclusion in the 1996 Capital Budget program.
3.0 COMMENT
3.1 Concerns related to maintenance and facility bookings will be addressed directly by
the Fitness Centre Manager, in consultation with the Squash Committee. Staff is
confident that arrangements will be made to alleviate concerns of this nature.

For the last several years I have been organizing the squash
ladder and I have noticed that the interest is growing and the
level of squash is getting better and more competative.
To encourage the level of squash the way it exists now we will
continue with the ladder and hold one or two tournaments for the
people interested, and there are many.A number of obstacles are
holding us back.
1. What is needed to referee a proper squash tournament, is, that
we have access to the court via a window which is located
on the second floor and used as a viewing window now.
These windows, one per court, we would like to have on hinges
so that they can be opened during a match and from there
properly refereed. This is done in several other clubs.
Purpose for opening these windows is that the referee has a
clear view of the whole court and can converse with the
players regarding the score and other matters.
2. We also need for tournaments and eventually a league type of
set up, time slotted aside for these types of events, with
obviously the consultation of management.
The courts are a public building and we are all aware of that. In
the past we have tried to arrange tournaments and asked
managements regarding the alterations of the windows to
accomodate the tournaments.
We found that our main stumbling block was Mr. J. Caruana who
informed me that this facility was only build for recreational
purpose and not squash competative style.
He informed me that the windows were part of a fire wall, but
also explained that to change the windows it would cost between
*800.- to *900.- and that was not in the budget.
We have asked him why the courts are closed in September. First
of all why for two weeks and secondly why in the beginning of
September when people want to be on the courts. His reply was
that, that was the most convient time for his department.
For the last two years we have not been in contact with the
Community Sevice Department, but a strong showing last year and
renewed interest by many players to make squash work in
Bowmanville and surrounding area prompt* me to write this letter.
Mr J Caruana is probably a very competent person who has served

the community well, but we have not found much cooperation when
it comes to strive for better and more useful squash facilities.

ON THE 16TH OF SEPTEMBER 1995 I ATTENDED.THE FITNESS CENTER
WHICH HAD BEEN CLOSED FOR THE FIRST TWO WEEKS OF SEPTEMBER FOR
CLEANING AND MINOR REPAIRS.
I WAS SURPRISED TO SEE THAT THE SQUASH COURTS WERE STILL UNDER
REPAIR AND BOTH FLOORS WERE COVERED WITH GRIT AND OTHER DUST.
BEFORE STARTING OUR GAME THE FLOOR HAD TO BE SWEPT. I LEARNED
THAT THE REPAIRS TO THE WALLS WHICH ARE VERY MINOR WERE NOT
STARTED TILL THE 15TH OF SEPTEMBERv THE LAST DAY OF THE CLOSING.
ANOTHER POINT I WOULD LIKE TO BRING TO YOUR ATTENTION IS THAT
THE SQUASH COURT DOORS AT THE MOMENT CAN NOT BE LOCKED FROM THE
INSIDE.
MANY TIMES DURING THE GAMES THOSE DOORS ARE PUSHED OPEN BY KIDS
WALKING IN THE HALLWAYS. SERIOUS INJURIES COULD BE SUSTAINED IF A
PLAYER WOULD RUN INTO AN UNSUSPECTED OPENED DOOR. THIS HAS
OCCURRED AND LUCKLY THE PLAYER BROKE HIS RACQUET ONLY.
