3. DELEGATION
John Byard, Emergency Management Coordinator, Durham Region, made a
presentation to the Committee regarding personal preparedness in an
emergency situation. He stressed that it is important for everyone to have a
personal emergency plan in place. Persons with disabilities should ensure that
they have a person responsible for assisting them in times of emergency. First
responders, ie EMS, Fire & Emergency, Police, do not have adequate resources
to assist everyone in times of emergency so it is incumbent upon residents to
have plans in place. Mr. Byard provided an explanation of the emergency
chain — municipality, region, provincial, federal. He indicated how the Durham
Emergency Management Office (DEMO) works closely with local municipalities to
ensure the safety of all residents. Documentation regarding emergency
preparedness was provided and Mr. Byard indicated that all of the publications
are available in alternate format, upon request.
In response to questions regarding a registry through the municipality, Chief Weir
advised of the difficulties encountered in creating and maintaining such a registry.
Discussion also ensued with respect to the availability of visual fire alarm
devices.
