HomeMy WebLinkAboutCS-34-95Recommendations: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report CS -34 -95 be received FORTHWITH; and 2. THAT the list of pre - qualified Contractors (Attachment #2) be approved. ------------------------------------------------------------------------------ - - - - -- 1.0 BACKGROUND 1.1 At the July 10, 1995 Committee meeting, Council authorized staff to proceed with a contractor pre - qualification process. On August 30th a request for contractor pre - qualification for the construction of the Courtice Community Complex was issued by the Purchasing Department. Advertisements were placed in local newspapers, The Daily Commercial News and in addition, notification was given to the Durham Construction Association and the Oshawa and District Chamber of Commerce. 1.2 All interested parties were invited to attend a mandatory meeting for all potential bidders to explain the process, exchange information and to clarify any issues the various bidders may have had with regards to the pre - qualification process and subsequent evaluation. A total of twenty -seven (27) firms were represented at that meeting. 1.3 Each firm represented was provided with an information package (Attachment #1) which included the following. o Overview of the Project o Requirements of the Submissions o Criteria for assessment of submissions o Floor and Site Plan of the project o Addendum #1 provided subsequent to the mandatory meeting P PP R TH IS f'R:t DW RECYCLEDPAPER ../2 REPORT CS -34 -95 - 2, OCTOBER 2, 1995 1.4 A total of twelve (12) submissions were received for the foundation package and ten (10) firms, are being recommended as pre - qualified contractors and will be invited to submit tender bids for the foundation package. 1.5 Fifteen (15) submissions were received for the general construction package. Of that total eight (8) firms are being recommended as pre - qualified contractors and will be invited to submit tender bids for the general construction package. 1.6 Attachment #2 is provided as a complete list of all submissions and the subsequent recommendations. 2.0 EVALUATION PROCESS 2.1 Evaluation of the submissions were conducted by a team made up of the following members. o Ivan Morson - Wong Gregerson Arch. o Denny Bryan - Barry Bryan Associates o Lou Ann Birkett - Purchasing Manager o Frederick Horvath - Facility Superintendent 2.2 The evaluation process was quite detailed and each member was responsible for various aspects of the evaluation involving extensive research into the proponents references, financial viability related experience, safety records etc. A perfect score would represent a total of 37 points as outlined on Attachment #1 (Pre - Qualification Criteria and Point System.) After reviewing the submissions, eight (8) firms who attained a minimum of thirty 30 points on the evaluation are being recommended for the general construction package. 2.3 Report CS -34 -95 has been reviewed and endorsed by the Courtice Community Complex Building Committee. Stockwell, Chief Administrative Officer 1� ATTACHMENT #1 TO REPORT CS -34 -95 MUNICIPALITY OF CLARINGTON REQUEST FOR PRE - QUALIFICATION CONSTRUCTION OF THE COURTICE COMMUNITY COMPLEX The Municipality of Clarington proposes to construct a new community complex in the Courtice area. The work will involve a building consisting of a six lane pool, fitness centre, change facilities, community hall and branch library for an approximate floor area of 3,900 m2. Site work will include parking for 300 cars. Pre - qualification submissions are being invited from General Contractors and foundation contractors. Tender call will be in two phases with foundations proposed in the Fall of 1995 (package one) and the remainder of the work to follow in early 1996 (package two). Completion of the entire complex is scheduled for completion in late 1996. Estimated construction value of the complex is $6.2 million. Qualified General Contractors and sub - trades listed above are requested to indicate their. interest in writing and forward a complete copy of C.C.A. Document 11 (Revised 1972), the Canadian Standard Form of Contractors Qualification Statement for Building Construction and the additional information included in the pre - qualification package. Pre - qualification documents may be obtained -at the Purchasing Department, 40 Temperance Street, Bowmanville, Ontario L1 C 3A6, telepho ne no. (905)623 -3379. A mandatory information meeting will be held on September 13th, 1995 at the Municipal Administrative Centre at 1:30 p.m. Only interested parties in attendance will be eligible to submit the pre - qualification documents. Sealed pre - qualified documents .addressed and plainly marked as to the contents must be received at the Purchasing Department, Municipality of Clarington, 40 Temperance Street, Bowmanville, Ontario L1 C 3A6 no later than 2:00 p.m., local time on Friday, September 22, 1995. Only those contractors which the owner and architect deem qualified for the construction project will receive tender documents. The owner's decision is final. The. owner reserves the right to accept or reject any expression of interest received. DN:H:CONSTRPR.CCC ` ATTACHMENT #1 To REPORT CS -34 -95 GENERAL INFORMATION The Municipality of Clarington intends to enter into a process to build the Courtice Community Complex through the process of pre - qualification. Through the process of pre - qualification, the Municipality is intending to pre - qualify firms for general construction and foundations. Contractors who intend to submit pre - qualification documents are encouraged to thoroughly review the information which is provided through these requirements. The following is brought to your attention: 1. Mandatory information meeting on Wednesday, September 13, 1995 at 1:30 p.m. Pre - qualification submissions from anyone that did not attend the mandatory meeting will be returned unopened. Please fax any of your questions to 905 -623- 9282, attention Fred Horvath. 2. A complete package submission in triplicate. is required. Read through all documents and clearly understand your responsibilities in .completing what is required. 3. If a proponent is interested in being considered for more than one major division of work, a separate submission must.be provided for each division (ie. foundation and general construction). 4. There are eight (8) categories of which will form the basis evaluating your pre - qualification submission. NOTE: That they are not in any particular ranking order. 1) Annual Value of Construction: The average of your company's construction for the past three years. 2) Financial References: An original letter from a Bonding Company, acceptable to the Municipality of Clarington, stating that the Contractor is qualified to obtain a Performance Bond and a Material and Labour Payment Bond each in the amount of 100% of the project cost is required. Current bank references including branch name, location, account manager and telephone number must be provided. 3) Projects in Last Five Years: Indicate recreation centres with same scope in terms of components, cost and size. 4) Other Experience in Previous Five Years: Indicate projects of similar budget and size. ATTACHMENT #1 To REPORT CS -34 -95 5) Project Reference: You must provide three project references complete with project name. Project contact, current telephone number. 6) Key Project Personnel: Provide resume and references of key personnel being assigned to the project. Again, references to include current telephone number. 7) Insurance: You must provide General Commercial Liability Insurance naming Municipality of Clarington, Wong Gregersen Architects and Barry Bryan Associates Limited 1991 as additional insured and General Builders Risk in the amount of $10,000,000.00. 8) Safety Record: A current copy of your CADD 7 must be provided. 9) Commitment to Submit Bid Deposit The Contractor is to provide a. signed and sealed "Statement of Commitment" that if pre - qualified, the Contractor agrees to provide to the Municipality of Clarington a Bid Deposit in the amount of $200,000 (certified cheque, bank draft or money order) payable to the Municipality of Clarington as a guarantee of their intention to submit a tender on this project to enter into a formal agreement with the Municipality should this tender be accepted. This Bid Deposit will be required by the Municipality at the time of issuance of the tender. All pre - qualification submissions shall be made in the sealed pre - qualification envelopes with your company's name clearly marked in the upper left corner. Submissions will be received by the Purchasing Manager of the Municipality of Clarington no later than 2:00 p.m., Friday, September 22, 1995. Late submissions will not be considered and will be returned unopened. The evaluation of the pre - qualification submission will be carried out by a Sub - committee comprised of representatives of the Municipality's Community Services Department, Purchasing Department, Wong Gregersen Architects and Barry Bryan Associates (1991 Limited) who has been retained by the Municipality as Project Co- ordinator.
