Recommendations:
It is respectfully recommended that the General Purpose and Administration Committee recommend
to Council the following:
1. THAT Report No. CS -26 -95 be received;
2. THAT the By -Law attached to Report CS- 26 -95, appointing a By -Law Enforcement
Officer be approved.
1.0 BACKGROUND
1.1 As members of Council are aware, Report CS -21 -95 was recently approved authorizing an
increased level of service in the Animal Control division and further as a result, will operate
with full -time coverage on Saturday and standby and emergency response for seven days per
week.
1.2 Due to the increased service in Animal Control and the pending hiring of a third
Officer, the Community Services Department has hired Mary Jane Bacon on as a
temporary Animal Control Officer until this issue is resolved, on or about August 1,
1995. The Police Services Act requires Animal Control Officers to be appointed by By-
Law to give them authority as Peace Officers. Accordingly, staff are recommending the
accompanying By -Law be approved.

BY -LAW 95-
being a By -law to appoint a By -law Enforcement
Officer.
WHEREAS The Police Services Act RSO 1990, P.15, Section 15(1),
authorizes a Council of any Municipality to appoint one or more
By -law Enforcement Officers, who shall be Peace Officers for the
purpose of enforcing the By -laws of the Municipality; and
WHEREAS it is desirable to appoint Mary Jane Bacon as a By -law
Enforcement Officer by By -law for the sole purpose of enforcing all
By -laws pertaining to Animal Control;
NOW THEREFORE, the Council of the Corporation of the Municipality
of Clarington hereby enacts as follows:
1. THAT Mary Jane Bacon is hereby appointed as a By -law
Enforcement Officer for the purpose of enforcing all By -laws
pertaining to Animal Control.
By -law read a first and second time this day of 1995.
By -law read a third time and finally passed this day of
1995.
