It is respectfully recommended that the General Purpose and Administration Committee recommend
to Council the following:
1. THAT Report No. CS -25 -95 be received;
2. THAT staff be authorized to proceed with the demolition of structures located at 57 &
58 West Beach Road, Bowmanville;
3. THAT staff be authorized to issue a purchase order in the amount of $7,390.00 to Hard -Co
Construction Limited, who is the lowest responsible bidder meeting all terms, conditions and
specifications of the quotation; and
4. THAT the required funds (in the amount of $7,390.00 (plus tax) be drawn from the Parkland
Cash -in -Lieu Reserve Fund Account # 5001 - 00007 -0000.
1.0 BACKGROUND:
1.1 As members of Council are aware the Municipality has purchased the properties located at 57
& 58 West Beach Road in Bowmanville.
1.2 Upon closing, the properties were inspected by staff and are being recommended for demolition.
1.3 A total of three (3) bids were received and tabulated as follows:
Hard -co- Construction Limited (Whitby) $7,390.00
G. McQuaid Excavating & General Contracting (Oshawa) $7,800.00
Dave Boyle Excavating Limited ( Bowmanville) $18,700.00
*G.S.T. extra on all of the above
1.4 As this is not a budgeted project, it is recommended that the necessary funds be drawn from
the parkland Cash -in -Lieu Reserve Account # 5001- 00007 -0000. ../2

SPECIFICATIONS PAGE 3
1. In all cases, material is to be disposed of at a Ministry of the Environment approved
land fill site.
2. All rubbish and debris to be removed from site and properly disposed of at a
designated disposal site approved by the Director of Community Services or his
designate.
3. Prior approval must be obtained from the Director of Community Services for any
material the contractor wishes to salvage.
4. The Contractor must include in the bid a list of all the material he reasonably
anticipates salvaging.
5. Each bidder shall be responsible for examining the location and equipment required
for this contract. No claim for extra payment will be allowed for work or difficulties
encountered due to conditions of the site which was visible or reasonable inferable
to date of submission of bids.
6. It is the Contractor's responsibility to contact the appropriate agencies for
information in regard to the exact location of all utilities, to exercise the necessary
care in construction operations and to take such other precautions as are necessary
to safeguard the utilities from damage.
7. All accessory buildings to be demolished and resulting debris removed to a land fill
site.
8. All concrete floors, pads, etc., to be removed.
9. The wells shall be permanently capped by a licensed well driller to Ministry of the
Environment specifications.
10. Contractor is responsible for obtaining and paying for all necessary permits and
approvals.
11. Hours of work to be limited to Monday to Friday from 7:00 a.m. to 6:00 p.m.
12. Upon completion, the site shall be left in a graded level conditions free from all
debris or other waste material.
13. All required top soil to be included in quotation.
