THAT Report CS -24 -95 be received for information; 1.0 BACKGROUND: 1.1 At the meeting of Council on Monday, June 12, 1995 correspondence was received (Item D6) from Diana Chappell, Chairperson of Alliance House. Through this correspondence, Alliance House has requested permission to host a "Monster Bingo" fund raising event to support the operation of this Shelter scheduled to open sometime this month (June). 1.2 As per Council's request, this report will provide information relative to this group's previous grant requests as it relates to this request. 2.0 ALLIANCE HOUSE GRANT HISTORY 2.1 Ms. Francine Nicholas attended the Council meeting of September 27, 1993 requesting a grant to support an unnamed special event to raise funds for the Alliance Shelter for Abused Women and Children. At that time the following resolution was passed: "THAT the delegation of Ms. Francine Nicholas be received and referred to the Treasurer and Director of Community Services for inclusion in the 1994 budget process; and, THAT Ms. Nicholas be advised of Council's decision." Subsequent to Ms. Nicholas being informed of this resolution, a 1994 Municipal Grant application was sent to Ms. Nicholas on or about October 14, 1993. ./2 903 (& 41.t,41111 1H�515 Pfi'iMCU QY REGYLLEU CAPER REPORT CS -24 -95 - 2 - JULY 10, 1995 2.2 Council began deliberations on the Municipality's 1994 current budget March 7, 1994. Since a formal application was not received from the Alliance House, Council dealt with the grant request based on Ms. Nicholas' original presentation. On March 11, 1994 Council passed the following resolution: "THAT a grant in he amount of $660.00 be approved for the Alliance House Shelter for Abused Women and Children, subject to a resolution of the Board and a membership list of the Board of Management being forwarded to the Municipality." (GPA- 196 -94) 2.3 Correspondence (Attachment #1) was sent to Ms. Nicholas advising her of Council's decision and the conditions of the grant allocation. Once the required information was received (Attachment #2), a cheque in the amount of $660.00 was issued. [It should be noted that the grant was based on the fee associated with a licensed function in the Multi - Purpose Room of the (then) Bowmanville Recreation Complex (ie Prime - time/license function 165.00 /section x 4 sections)]. 2.4 On June 17, 1994 a facility permit ( #94 -0721) was issued to the Alliance House Shelter for the purpose of a fund raising bingo. Note, the permit is for the Arena floor (not the Multi- Purpose Room) with the associated fee indicated on Attachment #3. 3.0 SUMMARY 3.1 All conditions of the 1994 Municipal Grant approval were met by the applicant organization and, from all reports, the bingo was quite successful in achieving the Alliance House goal. 3.2 The Alliance House has confirmed, via telephone, that they would again like to use the arena floor to host their bingo program. They have further indicated that they would like to use the Saturday, August 19, 1995 date. The rental fee for the requested facility, as in 1994, is $685.00 per day. Submitted, J9Ss�ph P. ( #GPA- 196 -94) A grant in the aforementioned amount will be provided once the information requested has been received by the Municipality. Please forward said information to Mrs. Maureen Reid, Mayorl's Office, as soon as possible. Council encourages all groups to investigate alternative methods of funding for their activities with the ultimate goal being to become self - sufficient. In accordance with the resolution passed in 1993, the following conditions will continue to apply to future applications. All groups are no doubt aware that there are not sufficient funds available to continue supporting the groups at the same level as in the past. It is anticipated that all groups will explore these other financial avenues and keep the above in mind if future grant requests are considered. Council has recommended that groups might better achieve independence by projecting future revenues and groups may contact the Treasury Department (extension 259/244) for advice in this regard. In preparation of any plans, please recognize that this is not a commitment of Council to future funding. Also please note that there will be no advanced mailing of applications to previous applicants.
