Recommendations:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following;
1. THAT Report CS -17 -95 be received for information.
1.0 BACKGROUND
1.1 The Community Services Department encourages official openings for parks and facilities
to assist the public in becoming aware of the park and recreational opportunities available
in the community. These ceremonies also provide an opportunity for neighbours to socialize
with each other which they might not otherwise do. In appropriate situations it allows the
public and the Municipality the opportunity to express appreciation to the developer who has
financed and constructed the park. Four parks have been recently completed for which
official ceremonies are being planned.
2.0 OFFICIAL CEREMONIES
2.1 The official ceremony for each park will be site specific and will be advertised through
individual news releases to the media. Invitations will be extended to the local public by way
of a flyer delivered to the residences.
2.2 The ceremony will consist of a welcome extended to the public, an introduction of guests,
a brief history of the park, its size and area of service and an official ribbon cutting
ceremony.

3.0 NEW PARKS
3.1 Landerville Parkette, 0.4 ha (1 acre) is located in Ward 2 Bowmanville. The park was built
and financed under municipal direction in accordance with the conditions laid out in the
Aspen Springs subdivision agreement. The parkette features a playground, gazebo, seating,
walkway, and landscaping. ATTACHMENT 1 provides a layout of the parkette.
3.2 Rhonda Park, 1.45 ha.(3.58 acres) is located in Ward 2, Bowmanville adjacent St Stephen
Separate School. The park features a ball diamond, shelter, playground, pathway seating and
landscaping and was built and financed under municipal direction in accordance with the
conditions laid out in the Sagewood subdivision agreement. ATTACHMENT 2 provides a
layout of the park.
3.3 Foster Creek Valley is 6 ha.(14.82 acres) located in Ward 3, Newcastle Village and has
belonged to the municipality for a number of years.
It was envisioned in its master plan to create a walkway system through the valley from
Highway #2 to Sunset Boulevard. The master plan see ATTACHMENT 3 is provided which
shows the layout of the Trail. The recently completed walkway provides pedestrian access
to both Westview Park and Foster Creek Parkette while providing the residents a more direct
off street access to Village shopping. The Newcastle Lion's Club undertook to finance a
portion of the trail construction in recognition of the naming of the entire trail as the
"LION'S TRAIL ".
3.4 Longworth Park, 2.02 ha.(5.0 acres) is the first phase of a future 4.45 ha (11.0 acres) park
and is located in Ward 2, Bowmanville. The park was built and financed under municipal
direction in accordance with the conditions laid out in the Eiram subdivision agreement. The
current phase of the park features a ball diamond, gazebo, lattice shelter, playground,
circular walk, drinking fountain, seating areas and landscaping. ATTACHMENT 4 provides
a layout of the park.
3.5 The specific location of the four parks is shown in ATTACHMENT 5.
4.0 OFFICIAL CEREMONY SCHEDULED DATES
4.1 The following dates and times are tentatively scheduled for
the official openings:

Elected officials, developer, landscape architect, contractor and members of staff will receive
individual invitations to participate once all appropriate arrangements have been made and
confirmed. An update to the program will be supplied to members of Council confirming the
location, time and dates prior to the events. Attendance by the Mayor and Members of
Council would be appreciated.
