Subject: LANDSCAPE /ARCHITECT - ROTARY PARK
Recommendations:
It is respectfully recommended that the General Purpose and Administration Committee approve
FORTHWITH the following:
1. THAT Report CS- -95 be received;
2. THAT Bylaw 94 -129 Section 5.13 be waived FORTHWITH for the retaining of a landscape
architect to complete Phase IV, Rotary Park; and
3. THAT the Director Community Services Department be authorized to retain the firm of
Cosburn Giberson Landscape Architects as consultants for the final phase of Rotary Park
1.0 BACKGROUND
1.1 Following a submission of proposal from three firms, Cosburn Giberson, Landscape
Architects of Markham Ontario were selected in 1991 to prepare a master plan (Phase I) for
the former Bowmanville Memorial Arena site. In 1992 Council approved the recommended
master plan and subsequently Cosburn Giberson Landscape Architects were commissioned
to proceed with the bridge and staircase (Phase II) in 1993 and the underground services and
stone gates (Phase III) in 1994.
1.2 Council in 1994 approved a new Purchasing Bylaw #94 -129. It provides in Section 5.13 as
follows; "Where it is estimated that Consulting and Professional Services will cost more than
Twenty Five Thousand Dollars ($25,000.00) and funds are provided as defined in the
appropriate budget, the Purchasing Agent shall obtain written proposals and in consultation
with the Designated Official, submit a Report to Committee and /or Council providing a list
of bid amounts received with recommendations for award."

1.3 With the adoption by Council on April 10 of the 1995 Capital Budget, Rotary Park
Phase IV was approved in the amount of $480,000.00. An estimated $30,000.00 of
that cost is for consultant services. The landscape architect is required to obtain
specialized consultant services, prepare construction drawings and tender documents,
ensure all proper permits and /or approvals are obtained, review all tenders,
recommend awarding the tender to a suitable firm, supervise construction and
approve progress payments.
2.0 REPORT
2.1 Certain efficiencies are to be realized by retaining the same landscape architect consultant
to complete the project. Cosburn Giberson are familiar with the site, the master plan, the
publics expectations and have established a good working relationship with the municipality.
If another firm were chosen to complete the project, they would need to familiarize
themselves with the project and may not adhere readily to the concepts already established.
To enter into a selection process and subsequent reporting to Council along with
familiarizing a new consultant would delay the tender preparation and subsequently the
projects completion.
3.0 GENERAL COMMENT
3.1 To create a successful project requires a master plan to organize the functions, organize the
space and to give a clear vision to all parties. To introduce a new landscape architect who
has no commitment to the agreed plan or thought process may result in confusion. All
parties look to the architect for leadership in carrying the project forward to completion and
in staffs opinion this can best occur when there is continuity in that leadership. Therefore
it is important that Cosburn Giberson Landscape Architects be retained to the completion
of the project.
