Subject: 1995 MARCH BREAK BONANZA
Recommendations:
It is respectfully recommended that the General Purpose and Administration Committee recommend
to Council the following:
1. THAT Report No. CS -14 -95 be received for information.
1.0 BACKGROUND
1.1 1995 marks the 12th year of the March Break Bonanza program as planned, organized and
implemented by the Community Services Department. The program schedule has incorporated
both structured (pre- registered) as well as unstructured activities and the Community Services
Department continued to incorporate the services of a Durham College placement student (Mr.
John Sharpe) to assist in the overall planning and implementation.
1.2 The program format of the pre - registered portion has been redesigned to allow for greater
variety in planned activities and to accommodate increased participation by local children
between the ages of 6 and 13 years. Interested participants could choose to register in either
the Day Camp or the Day Trip programs. This year a new initiative, Snow Camp, was offered
for youth between the ages of 13 and 17 years. For reference, a copy of the 1995 program
information is attached (Attachment #1) to this report.
1.3 Approximately 15,000 program information flyers (including registration forms) were distributed
to the public through local elementary and high schools. The registration period started with
the distribution of these flyers and continued until either the first Friday in March or until the
program achieved maximum capacity (whichever occurred first). Please note that the majority
of 1995 March Break Bonanza programs were at their established maximum capacity.

2.0 DAY CAMP
2.1 The March Break Day Camp operated at the Garnet B. Rickard Recreation Complex - utilizing
the Multi- Purpose Room. The participants took part in a variety of activities including arts &
crafts, games, special events and swimming.
Interested participants could register for the full week (Monday through Friday) or they could
opt to participate on a daily basis. The combined registration (full week plus daily) was limited
to 40 participants in order to allow the supervision ratio of 10 participants per program leader
to be maintained. This ratio has been established in order to ensure parents that participants
are provided with adequate supervision ensuring maximum safety and enjoyment.
2.2 The 1995 registered participation in this program is recorded on the table below.

2.3 In order to accommodate working parents, an extended hours service is provided by the
Department allowing parents to drop their children off at the Garnet B. Rickard Recreation
Complex as early as 8:00 am and pick them up as late as 5:00 pm each day. Program Leaders
were scheduled to provide on site supervision of children accessing this service.
3.0 DAY TRIPS
3.1 As with the Day Camp program, interested participants could choose to participate in these
activities for either the full week or on a daily basis. Staff worked diligently to include trips to
facilities that were new and provided a unique opportunity for program participants. All of the
Day Trips started and ended at the Garnet B. Rickard Recreation Complex and parents were
also able to access the extended hours service if required.

3.3 All day trips planned for the March Break week were extremely popular. The
Department budgeted for a second bus for each day due to the popularity of trips
in 1994.
4.0 SNOW CAMP
4.1 The Community Services Department introduced a new and unique program
opportunity for 13 to 17 year old age group. Snow Camp was intended to challenge
Clarington youth to learn valuable survival techniques that would be put into practice
during an overnight "adventure" at the Ganaraska Forest Centre. Unfortunately the
program was cancelled as it did not achieve the required minimum registration.
Despite this setback, staff believe that with better promotion and inclusion in the
appropriate Community Activity Guide the Snow Camp could become a main stay
of the Departments's March Break program schedule.
5.0 TOTAL MARCH BREAK PARTICIPATION
5.1 In addition to the pre- registered programs previously discussed, the Community
Services Department also continued to provide a special Pre -Teen Dance which was
held on the Thursday of March Break (Thursday March 16, 1995).

comprehensive package of activities that is intended to build on the successes of
the past. The Department has incorporated new and innovative opportunities (eg.
Cobourg Concert Hall) in addition to the popular activities from past program
operations (eg. Wheelies /Hockey Hall of Fame). The underlying goal is to provide
program participants with the best and most varied schedule of activities that can
be made available. It is possible that some participants would not have been able
to visit some of the events and /or facilities without the Day Trip program.
6.2 In the future, the Department will accommodate as many individuals as possible
without losing sight of the break -even concept that these programs are based on.
Staff have already begun to investigate new and unique opportunities that might be
available for the 13th March Break Bonanza in 1996.

Its that time of year againl Its time for March Break and the March Break Bonanza. We are proud to offer your
children this fantastic schedule of events from March 13 to March 17, 1995 (Inclusively). Your children have the
opportunity to be a part of two popular programs - March Break Day Camp, held at the Garnet B. Rickard Recreation
Complex, or the special Day Trip program that visits several very exciting and historical destinations. TO REGISTER
your children for these terrific programs, complete the registration form and mail it to the Community Services
Department (40 Temperance Street, Bowmanville, L1 C 3A6) or drop -it off in the drop box located on the north
entrance to the Municipal Administrative Centre.
AGE GROUP: 6 - 13 YEARS OF AGE
NOTE: PARTICIPANTS ARE REQUIRED TO DRESS APPROPRIATELY AND TO BRING A LUNCH AND DRINK
(UNBREAKABLE CONTAINER PLEASE).
PROGRAM HOURS
All March Break programs operate from 8:30 A.M. to 4:30 P.M. Parents can drop off their child(ren) as early as 8:00
A.M. and can pick them up as late as 5:00 P.M. There is no additional charge for this service. All Day Trips begin
and end at the Rickard Recreation Complex - EXCEPT on Wednesday March 15 when participants are to be picked
up at the Fitness Centre (Liberty Street north of King Street),

Have a ROARIN' ROLLIN' time as we visit the Metro

your roller and /or in -line skates - if you don't have a
pair they will be provided at Wheelies.

THE GARDENS & HOCKEY HALL OF FAME
HOCKEY DAY! Start the day off with a trip to Maple
Leaf Gardens - home of the 1993 and 1994 Stanley Cup
Semi - Finalist Toronto Maple Leafs. Come see where
past greats, like Darryl Sittler, current stars,like Doug
Gilmour, and future stars, like Nikolai Borshevsky, all
play and practice. From here we head to the Hockey
Hall of Fame where you can play goalie, test your shot
tnd call the play -by -play of a classic hockey game,
Nhile you're here don't forget to take a look at the
Stanley Cup.

LOYAL ONTARIO MUSEUM & SKYDOME & SWIMMING
fhe SKY'S THE LIMIT! Be amazed as we visit the

he Royal Ontario Museum. We then take off to the
SKYDOME - home of the two -time World Series

you're part of the show. We will finish the day with
some ice skating at the Darlington Sports Centre - so

COBOURG CONCERT HALL & WHEELIES
We finish the 12th Annual March Break off with a trip to
the Cobourg Concert Hall to see the play "Molly and
the Oak Island Treasure" which is a fabulous
production for kids as performed by the universally
appealing Maritime Marionettes. From the fun of the
play we head back to Wheelies for one last skate. If
you have skates (roller or in -line) bring them along. If
you don't, don't worry there are lots at Wheelies.

SNOW CAMP
Welcome to a NEW and UNIQUE initiative designed to intrigue individuals 13 and 17 years of age. In this active
learning program participants will be exposed to the theory of winter survival which will be reinforced through a
practical field camp (overnight) experience. During the field camp, participants will be required to employ the skills
and techniques learned during the 3.5 day in -class aspect of this program.
The course defines and explains, in detail, many survival topics and provides alternative actions for each situation
presented. Versatility, ingenuity, initiative and safety awareness are key components in handling and resolving
unexpected situation. All aspects of this program are supervised by trained and experiences Camp Leaders.

This portion of the program is the fundamental key to developing and reinforcing self- confidence and an assurance
that one may, in fact, successfully experience comfort and safety in a wilderness environment. This experience will
promote the keeping of a positive mental attitude in a variety of situations.
The program participants will be taken to the GANARASKA FOREST CENTRE for the practical component of the
program. The program fee includes all transportation and course material costs.
