Subject: GARNET B. RICKARD RECREATION COMPLEX, CANADA /ONTARIO
INFRASTRUCTURE WORKS PROGRAM
Recommendations:
It is respectfully recommended that the General Purpose and Administration Committee recommend
to Council the following:
1. THAT Report CS -06 -95 be received; and
2. THAT the Concept Plan for the Rickard Recreation Complex landscaping project
be approved; and
3. THAT Council authorize staff to proceed with the tender call for this project.
1.0 BACKGROUND
1.1 In the spring of 1994 the Federal and Provincial Governments jointly initiated the
Canada /Ontario Infrastructure Work program. One of the six projects subsequently
approved for Clarington was for the former Bowmanville Recreation Complex recently
rededicated the Garnet B. Rickard Recreation Complex to be developed to "enhance" the
frontage and provide "pedestrian access" from Martin Road/Highway #2 intersection to the
Complex. A total budget of $130,000.00 was approved with $43,333.00 to be funded by
Clarington.
2.0 REPORT
2.1 With preliminary approval of the project the firm of Cosburn Giberson Landscape Architects
was commissioned to prepare a master plan and administer the project to completion. A
conceptual plan (see Attachment 1) has been prepared with perspective drawing (see
Attachment 2) which is presented for information and input of Council.

2.2 The plan features a pedestrian walkway from the intersection of Martin Road/Highway #2
to both the currently used west entrance and to the unused east entrance. This walkway will
create a user friendly access for expected increase in pedestrian traffic as the surrounding
area evolves from rural to urban uses. All pedestrian walkways are designed to be
handicapped accessible.
2.3 Featured near the intersection is a focal point created by paving stone, overhead lattice and
landscaping. The focal point creates human scale for the pedestrian while respecting site lines
for the motorist. The vista of trees along the pathway further enhances the human scale and
provides a feeling of permanence and security.
2.4 The eastern entrance is enhanced by a treed /landscaped patio area designed to provide a
pleasant surrounding. The patio can provide a sheltered gathering point for arena goers or
compliment the Multi Purpose Room. It is the intention to light the patio area and walkway
using a number of means such as morality lights and decorative twinkle lights in the patio
trees.
2.5 It is anticipated that the patio area in conjunction with the existing facilities, will make the
Multi Purpose Room more versatile in its use and enhance its marketability. Preliminary
estimates suggest the project can be built within the allotted budget. It is staffs intention
to have the project completed by mid to late summer.
