By-Law ## - - Report #: CS -42 -94 File #: Subject: COMMUNITY SERVICES DEPARTMENT PARKS AND CEMETERIES - CAPITAL UPDATE Recommendations: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report CS -42 -94 be received for information. 1.0 BACKGROUND: 1.1 Council approved in the 1994 Capital Budget, $511,200.00 for equipment and projects for the Parks and Cemeteries Division of the Community Services Department. Foster Creek Valley Walkway Phase I contract let in late fall of 1993 was completed in the spring of 1994. In addition as time has permitted staff have been continuing with upgrading of the Bowmanville Yard. Report CS -11 -94 provided approval for a water system to be extended to Harvey Jackson Park, Kendal on a cost share bases. Attachment 1 of this Report deals specifically with the equipment, 13 projects and three additional projects. 2.0 HIGHLIGHTS: 2.1 Foster Creek Valley Walkway Phase I created the initial trail from Sunset Boulevard to Highway #2 through the valley. A small bridge and landscaped focal point were a feature of this Phase which is now complete and comments from the public have been most favourable. Phase II incorporates extension of the trail, pause and seating areas and signage which is currently being awarded. Included in Phase II is an underpass trail below Edward Street to be funded by the Newcastle Village Lions Club. ../2 RPA�E ° ECYDLL 111-S -WED QN RECYCLED PAPER REPORT NO. CS -42 -94 - 2, OCTOBER 17, 1994 2.2 Two full size colour coated outdoor basketball courts have been built, located in Soper Creek and Waverley Parks. These facilities are exceedingly popular with the teenage and young adults. 2.3 Orono Park received an addition with the inclusion of a batters cage immediately east of the diamond which allows the lit diamond to be used more for games and less for practices than in the past. All reports are that the community is pleased with the addition. 2.4 Phase III Rotary Park is now completed and includes all underground services such as catch basins, water service, sanitary and storm sewers, granite stone walls, interlocking paving, passenger drop off point and curbs. While in construction excavation and soil tests discovered and necessitated the removal of the former arena foundation walls and debris from an old land fill site. The project is scheduled for completion during Phase IV in 1995 pending budget approval. 2.5 The Bowmanville Yard's landscaping and reorganization has progressed well. The work of relocating the perimeter fence and creation of a landscaped buffer started in 1993 has been continued in 1994 with further landscaping included at the Animal Control Building, paving and fencing dog runs, applying recycled asphalt to the travelled portion of the yard, creation of outside storage bays for materials well screened from the public's eyes. 2.6 The project to extend water service to Harvey Jackson Park was accomplished through an agreement with the Board of Education which allowed the municipality to share the use of the adjacent vacant Kendal Public School's well. The Kendal residents have reported their pleasure in having a dependable water service for the Park. Respectfully submitted, C Josep P.
