Res. # It is respectfully recommended that Council approve the following: 1. THAT Report CS -38 -94 be received; and 2. THAT the Mayor's office forward "Letters of Appreciation" to Orono, Newcastle and Bowmanville Horticultural Societies for their contribution to the success of the first annual Apple Blossom Awards Program. 1.0 BACKGROUND 1.1 Report CS -23 -94 as approved by Council provided for the creation of an award to encourage and recognize the efforts to beautify the front gardens for both residential and industrial/ commercial lands. The annual program is to be known as the Apple Blossom Award and a Committee was formed to participate in reviewing the awards system and judging. The Committee is comprised of a representative from each of the following; Newcastle, Bowmanville and Orono Horticultural Societies and a staff member from the Community Services Department. In the initial year there are to be three awards given: one in each of the categories; urban residential, rural residential and industrial /commercial. Urban residential are residences that are located within in the urban boundaries of Courtice, Bowmanville and Newcastle Village. All other dwellings including those located in hamlets are considered rural residential. ../2 T11. G IR111'1 ON -Yl- PAPEN REPORT NO. CS -38 -94 - 2 - SEPTEMBER 26, 1994 2.0 REPORT 2.1 Mrs. Darlene Sullivan, Mrs. Sharon Trudeau and Mr Dave Hinton were appointed to the Apple Blossom Committee by the Newcastle, Bowmanville and Orono Horticulture Societies. Mr. Nick VanSeggelen represented the Community Services Department on the Committee. 2.2 The program was initiated in the local papers the week of July 4th with editorials announcing the Awards. The following week, advertisements and nomination forms were featured in the Canadian Statesman, Orono Weekly Times, Courtice News and Clarington This Week newspapers. Several follow up editorials were done by the papers to heighten the programs awareness. The extra coverage provided by the papers assisted greatly to the programs success. 2.3 The Committee assisted by distributing 60 promotional posters for display in commercial and public facilities throughout the Municipality. Reduced copies of the newspaper advertisements and posters are provided as Attachment A and B to this report. 3.0 NOMINATIONS 3.1 The public response was greater than anticipated for our first year as indicated by the 65 properties nominated for consideration. All nominees were contacted prior to judging and all but two were pleased to allow their properties to remain in nomination. The consenting nominations were well distributed throughout the Municipality and are as follows: Ward 1 - 17 nominations Ward 2 - 25 nominations Ward 3 - 21 nominations 3.2 The four judges reviewed the 63 nominations under the following categories: Urban Residential - 34 nominations Rural Residential - 25 nominations Industrial /Commercial - 4 nominations ../3 REPORT NO. CS -38 -94 - 3 - SEPTEMBER 26, 1994 4.0 AWARDS 4.1 The Committee, in viewing the nominations, used a predetermined scoring system and each judge scored each nomination independent of the others. The winners of the awards were the nominations in each category receiving the highest accumulative score of the four judges. 4.2 Through a separate letter each nominee has been invited to attend Council on September 26th to receive their plaque or certificate. 5.0 APPLE BLOSSOM AWARD WINNERS 5.1 The Committee through the established judging process has selected the best front yard gardens nominated in each category as follows: Urban Residential Mr. and Mrs. Andrew and Helen May 62 Orchard Park Drive Bowmanville Rural Residential Mr. and Mrs. William and Dorothy Jewell 6560 Middle Rd. Bowmanville Industrial/ Commercial Mr. Cory Kuipers Northcutt Elliott Funeral Home 53 Division Street Bowmanville 5.2 The nominees will be unaware of the Committee's selection until announced at Council during presentations. 6.0 GENERAL COMMENTS 6.1 The 1994 Apple Blossom Awards Program has been a success. The interest shown by the public is an indication of the value they place on the aesthetics in our community. Continued interest seems to be assured. 6.2 As outlined in Report CS- 23 -94, funds will be included in the 1995 Currant Budget submission to continue this program. The Committee will be asked to review the Awards program to investigate and recommend ways the Apple REPORT NO. The Municipality of Clarington plans to recognize those property own- ers who have made this possible through their efforts to beautify their front yard or garden for themselves, their neighbourhood and the entire Municipality. An exciting new program featuring the "APPLE BLOSSOM AWARDS" has been put in place and will award Bronze Plaques and � I Certificates for permanent recogni- tion of those judged for excellence. . Additional nomina- Lion forms are available through the I Community Services Department at (905) 623 -3379 and residents and property owners are invited to nominate any home or business in the Municipality. Judging by representatives' of the Orono, Newcastle and Bowmanville Horticultural Societies, will take place in late August and will be based on eye appeal, maintenance, contribution to the neighbourhood, design features and environmental friendliness.
