HomeMy WebLinkAboutCS-37-94Recommendations: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council forthwith; 1. THAT Report CS -37 -94 be received for information; and 2. THAT Report CS -37 -94 be forwarded to the Newcastle Memorial Arena Board and informed of action taken by Council. 1.0 BACKGROUND 1.1 In the 1994 Capital Budget Program approved by Council, staff identified the legislative requirement to conduct a structural adequacy inspection at the Newcastle Memorial Arena and the Bowmanville Recreation Complex. 1.2 The Guidelines under the Ministry of Labour requires that in the investigation of a structure, an engineer must: a) make a detailed examination of the structural members and connections to determine their condition; and b) undertake an analysis of the stresses in the members and connections to evaluate the structural adequacy of the structure; and C) report on the structural adequacy of the building as shown by the examination and structural analysis in relation to the Ontario Building Code requirements. ../2 TM� 1s amNieo as nec1 —anaen REPORT NO. CS -37 -94 - 2 - SEPTEMBER 19, 1994 1.,3 The Municipality engaged the services of Totten Sims Hubicki Associates to carry out the requirements of the Guidelines for the investigation and repair of an arena structure. 1.4 The full reports of both the Bowmanville Recreation Complex and the Newcastle Memorial Arena have been completed and are available in the Council Library. 2.0 OBSERVATIONS - NEWCASTLE MEMORIAL ARENA 2.1 The Memorial Arena in Newcastle was built in 1977 and has satisfied all of the structural elements as outlined on pages 7 and 8. Next inspection will be required in 1999. 2.2 Totten Sims Hubicki Associates have concluded that these components are adequate to support current Ontario Building Code requirements. 3.0 OBSERVATIONS - BOWMANVILLE RECREATION COMPLEX 3.1 The Bowmanville Recreation Complex was constructed in 1987. 3.2 Totten Sims Hubicki have concluded that the Complex is in good condition with no signs of deterioration or distress and adequate to support the design loads. 3.3 The next inspection will be required in 1999. 4.0 PROCESS 4.1 The Inspection Reports have been forwarded to the Ministry of Labour for their review and certification. 4.2 Staff will review during budget deliberations any remedial work that may be required. es ectfully submitted, Reviewed by, Jo p .
