FITNESS CENTRE PARKING
Recommendations:
It is respectfully recommended that the General Purpose and Administration Committee recommend
to Council the following:
1. THAT Report CS -36 -94 be received for information; and
2. THAT the Fitness Centre/Bowmanville High School project be referred to the 1995 Capital
Budget Deliberations.
1.0 BACKGROUND:
1.1 Early in 1993 Council received letters from various residents concerned with the shortage of
parking spaces at the Fitness Centre, 49 Liberty Street, Bowmanville.
1.2 As a result, meetings were held with the Board's representatives since Fall 1993 to assess the
overall concerns on parking as well as problems with site conditions.
1.3 Northumberland and Clarington Board of Education has requested financial assistance to
undertake this project (Attachment #1).
2.0 EXISTING CONDITIONS:
2.1 The existing parking lot for the Fitness Centre currently offers thirty -one (31) spaces during
the day or when School is in session.
2.2 The parking for the School is limited to approximately seventy (70) vehicles even though
there are requests for approximately twenty (20) additional spaces.
2.3 The Municipality is presently utilizing all the property that they have and require permission
from the Northumberland Clarington Board of Education to expand should that be
recommended. (Attachment #2)

3.0 CURRENT DEVELOPMENTS:
3.1 In speaking with the Principal of Bowmanville High School in conjunction with the Facilities
Branch of the School Board, they are currently reviewing drainage, vehicular and pedestrian
movement and parking on the site.
3.2 There is currently a severe drainage problem along the north west parking area which
accommodates twenty -one (21) parking spaces. The existing piping continually freezes
causing many problems to the two buildings.
3.3 The Board will be considering improvements to the site as part of their Infrastructure
Program.
3.4 The Municipality has been asked to share the project costs in order to improve overall
vehicular and pedestrian circulation to the site.
3.5 The estimated project cost is $350,000 and will include overall upgrades to parking areas,
circulation and safety.
4.0 RESIDENTS' INQUIRIES:
4.1 Staff have attempted to contact the three residents but was unable to reach them directly.
4.2 With the Bowmanville High School altering their hours of operation, the problem at lunch
time has been minimized but not resolved.
4.3 Community Services Staff will endeavour to review programming to reduce any congestion
at this time of the day.

RE: UPGRADING ACCESS ROAD TO BOWMANVILLE HIGH SCHOOL/
CLARINGTON RECREATION CENTRE
Attached is a copy of a letter which I sent to your office in May regarding upgrading the entrance
to our shared facility in Bowmanville. We have since had some discussions, which result in a
slightly larger project than planned in May. The cost was last estimated at $350,000 total, shared
equally between the Town and the School Board, and including installation of a new set of tennis
courts and the parking area for the Rec Centre. You have indicated that the Clarington Public
Works Department would manage the tendering and construction as part of the 1995 summer
program.
We are preparing the application for Canada/Ontario Infrastructure Works funding, as we had
indicated we would be doing in May. The application will cover the Board's obligation to fund
$175,000 of the project. I am writing to request confirmation from your Department that you
plan to follow through on this project.

As discussed last week, we have a common interest in upgrading the access to the above
facilities. The cost associated with the work, as estimated by our engineer, is as follows:
1. Upgrade drainage and replace access road $235,000
2. Install sidewalk along both north and south access roads $ 13,000
3. Upgrade lighting along access road $ 24,000
Total $272,000
You have requested approximately 8000 square feet of additional land to be used as parking
space for the Recreation Centre.
We propose to share the cost of upgrading the common access equally with your Municipality.
The project would be managed by the Municipality; the Northumberland and Clarington Board of
Education would provide the engineering design.
The land required for additional parking would be provided to the Municipality by the
Northumberland and Clarington Board of Education.
Funding for the Northumberland and Clarington Board of Education's share of this project will
be accessed through the Canada/Ontario Infrastructure Works Program.
