Subject: FIRE AND COURT BUILDING /RENOVATIONS
Recommendations:
It is respectfully recommended that the General Purpose and Administration Committee recommend
the following;
1. THAT Report No. CS -30 -94 be received;
2. THAT staff be authorized to proceed with the invitation for architectural services for the
Fire /Court building renovations project; and
3. THAT the Senior's Community Action Committee and the Clarington Youth Committee be
informed of action taken by Council.
1.0 BACKGROUND:
1.1 As members of Council are aware, formal approval of the Municipality's Fire and
Court building renovations application through the Canada Ontario Infrastructure
program was received, on Monday, June 27, 1994.
1.2 Previously, Council had requested information related to the details of this project prior to
staff receiving authority to proceed.
1.3 Further, a delegation from representatives of the Clarington Youth Committee requesting
permission to operate their program from the Fire /Court building, with the intent of sharing
the facility with the Senior's Centre was received and referred to the Community Services
Department.
2.0 FIRE /COURT BUILDING:
2.1 Anticipating a timely completion of the Fire Department Headquarters project in October
1994 will find the current headquarters vacated this Fall.

2.2 The existing hall has approximately 6,000 sq. ft. of space which is currently comprised of two
levels. The first floor houses the Fire Department's administration offices (approximately
1,110 sq. ft.) and the lower area includes a locker room, lunchroom, workshop and vehicle
bays (approximately 4,890 sq. ft.).
2.3 In addition to the Fire Department, the building is also leased to the Probation Offices (first
floor) and Provincial Court (second floor). These two areas combined represent an
additional 6,000 sq. ft. of space.
3.0 INFRASTRUCTURE PROJECT:
3.1 This project is proposed to address for the most part the area to be vacated by the Fire
Department and is intended to create additional space in the bay area, by installing an
additional level.
3.2 Although specific details of the project have yet to be confirmed, a number of building
components will be considered in adapting this structure for use as a Senior's Centre should
Council approve advancing this project to the design stage.
4.0 BUILDING COMPONENTS:
4.1 The following building components will be used as a basis for the terms of reference to be
submitted for the required architectural services and they are:

library /lounge

multi purpose area

elevator

storage
4.2 Staff have referenced the Seniors Centre Feasibility Study and note that the
recommendations of that report provide a more extensive list of components, however,
spacial limitations may not permit an extension to the range of building features.
5.0 LONG RANGE PLAN:
5.1 In time, it is anticipated that the Seniors needs may outgrow this site. With this in mind, and
with a view for a long range plan for the building, the philosophy of the design will be such
that any renovations to the structure would be adaptable to a number of potential uses for
the building.

5.2 It is in part for this reason, that an elevator is being considered as part of the renovations
project and further, that the elevator will be extended to the second floor (Provincial Court)
thus rendering the building fully accessible.
6.0 CLARINGTON YOUTH COMMITTEE:
6.1 The request of the Clarington Youth Committee for consideration to utilize the building in
conjunction with the Seniors Centre, has been presented by staff to the Senior's Community
Action Committee.
6.2 The initial reaction to the suggestion was positive, however, a need for further dialogue
between the groups was recognized. Staff will facilitate those meetings with the intention
of presenting a report to Council, addressing the joint -use issue, in addition to the need to
establish a long term operational plan, for the Youth and Senior's Committees respectively.
7.0 COMMENT:
7.1 It is the intention of staff to liaise with the associated community groups in bringing this
project to fruition. Further, it should be noted that a report to Council, recommending an
architect and project design will be forthcoming.
