Subject`: INFRASTRUCTURE/PARK DEVELOPMENT/BOWMANVILLE RECREATION COMPLEX
It is respectfully recommended that the General Purpose and Administration Committee recommend
the following;
1. THAT Report CS -28 -94 be received; and
2. That either Option A or Option B be selected by Council.
1.0 BACKGROUND:
1.1 Under the conditions and format of the INFRASTRUCTURE PROGRAM a proposal was
submitted to develop the park frontage of the Bowmanville Recreation Complex. The
Municipality's consultant, Cosburn Giberson Landscape Architects was advised of the revised
budget of $130,000.00 and requested to provide two options.
2.0 OPTION "A':
2.1 The Highway #2 frontage has an embankment which obscures the view of the Complex
along a large portion of Highway #2. The master plan has always proposed the regrading
of the slope to provide a gentle rising grade from Highway #2 to improve the visibility and
usability of the frontage.
2.2 As Council is aware, responsibility for Highway #2 adjacent the Bowmanville Recreation
Complex will on January 1, 1995 shift from the Ministry of Transportation and
Communication to the Region of Durham. Both agencies were consulted to determine their
concerns with any regrading or construction which might occur within the Highway #2 road
allowance. The Ministry noted that there were a number of trees too large to be moved

which would be lost through regrading and requested the Municipality consider
replacement of the trees which could not be saved. The Region of Durham was
advised of the Ministry's comments and expressed no concerns.
2.3 Option A (Attachment 1) proposes to address the grading along Highway #2. A major
component of the project is the relocation of underground services at an expected cost of
$91,000.00. The remaining $39,000.00 would be used to regrade, top soil, sod and tree plant
however, the extent of the landscaping would be limited.
3.0 OPTION "B ":
3.1 Option B (Attachment 2) would direct the resources to the area immediately to the
east and south -east of the Multi - Purpose Room. It proposes to create a pedestrian
link from the Highway #2/Durham Road #57 intersection to the complex. In
addition, it is intended to develop a landscaped patio adjacent the Multi - Purpose
Room to expand the versatility and usability of the Multi - Purpose Room for our
clients.
4.0 COMMENTS:
4.1 Both options are independent of each other. Whichever option Council should select
to do at this time will not interfere appreciably with the other option should Council
decide to proceed with it at another time.

Further to my recent letter I have reviewed the concept of grading work aliong highway No.
2. This work would be designed to increase the visibility of the Recreation Complex *and
improve the landscape treatment in this area. As we discussed the concept of this regrading
and landscape is part of the original master plan for this area. It will greatly improve the
streetscape and the view to the Recreation Complex. ,
There are however a number of technical considerations. This work would involve the
relocation of an existing hydro Iine and service to the Complex at a cost of $66,000.00.
Similarity the gas, water and bell lines would have to be related if uny extensive grading were
undertaken. The total cost of these works have not been detailed but I would estimate
$25,000, The remainder of your $130,000.00 budget would be used for grading, topsoili>ng,
and sodding auld tree planting.
In may opinion this work would only be an initial phase of future plan. Ass discussed in illy
previous letter, a more visible and useful project would be the patio and landscape
improvements with a pedestrian linkage to highway No.2,

As requested by Mr. Jim Cameron of your staff we have reviewed the original master plan
and tender prices for this project. Eased on that review and the revised budget of
$130,000.00, I have prepared a suggested work program in order to :improve the visual
character of the exiting site and provide for outdoor activities related to the community hall.
I would suggest the following works be, considered;
1. Installation of the larger patio area with direct access to the c :Ummuriity hull for
outdoor receptions, dances, B.i3.Q. etc.
2. The general landscaping around this area would be complete tr_, provide a garden
setting.
3. A pedestrian links to Hwy 2 and the main intersection would be constructed with
related tree planting.
4. The remaining visible front adjacent the walkway and intersection would be topsoiled
graded and sodded.
From our estimates this work could be completed with the budget you have set. I would note
however that the costly work of relocation site services and major regr; ,'.ding would not be
included in this work.
