Subject: APPLE BLOSSOM AWARDS PROGRAM
Recommendations:
It is respectfully recommended that the General Purpose and Administration Committee recommend
forthwith the following:
1. THAT Report No. CS -23 -94 be received;
2. THAT the Clarington Apple Blossom Awards Program as outlined in Attachment #1 to
Report CS -23 -94 be approved;
3. THAT the Director of Community Services be directed to appoint a member of staff to
participate as a committee member /judge;
4. THAT the Clarington Apple Blossom Awards Program logo and award (Attachment #2 to
Report CS- 23 -94) be approved;
5. THAT the estimated budget (Attachment #3 to Report CS- 23 -94) be approved and the
necessary funds be drawn from the Unclassified Administration Contingency Account #7007-
00000 -0298; and
6. THAT the Bowmanville, Newcastle and Orono Horticultural Societies be informed of action
taken by Council and thanked for their participation in the Clarington Apple Blossom
Awards Program.
1.0 BACKGROUND:
1.1 At the Annual Mayor's Breakfast meeting held on April 21, 1994 Her Worship Mayor
Hamre announced a new initiative being undertaken referred to as the Clarington Apple
Blossom Awards. The purpose of this program is intended to encourage and recognize

efforts toward the beautification of front yard gardens of our residential and
industrial /commercial communities.
2.0 HORTICULTURAL SOCIETIES:
2.1 In preparation of this report, meetings were held between the Community Services
Department staff and representatives of the Newcastle, Bowmanville and Orono
Horticultural Societies. Each of the Societies have reviewed and endorsed the program
(Attachment #1) and expressed eagerness to participate in the process.
3.0 APPLE BLOSSOM LOGO /AWARD:
3.1 The recommended logo is intended to highlight the "Apple Blossom" as being the official
flower of Clarington and will be used in promoting and identifying the awards program.
3.2 Attachment #2 is provided to illustrate the general design of the actual award, to be
presented to the various award recipients each year.
4.0 BUDGET:
4.1 The preliminary budget estimate (Attachment #3) provides for initial start -up costs
associated with the program and identifying expenditures which are a one time expense such
as the art work and casting of the logo design. In addition expenses to be incurred at
intervals of approximately 2 years for the purchase of certificates and pins are also identified.
4.2 Annual operating costs associated with the program excluding initial start -up costs is
estimated at approximately $2,200.00 in 1994 and with Council's approval will be
incorporated into the Municipality's Annual Operating Budget.
5.0 COMMENTS:
5.1 With the approval of Council, the Clarington Apple Blossom Awards will become an annual
event intended to promote civic pride within our residential and business communities.
5.2 As this is the inaugural year for the program, the opportunity for the event to expand in
successive years is quite evident. Discussion with the various Horticultural Society
representatives identified other classifications such as an institutional award, school board
award, community hall award etc. to be considered by the Apple Blossom Committee for
ensuing years.
5.3 In addition to the obvious benefits to our Municipality, this program will also provide an
opportunity to increase the profile of our local Horticultural Societies within the community,
with the intention of expanding their volunteer base through new memberships as this
program evolves and becomes more popular.

APPLE BLOSSOM AWARDS PROGRAM
Purpose
The purpose of the awards program is to encourage and recognize efforts toward the
beautification of our residential and commercial /industrial community.
All residences and commercial /industrial locations within the Municipality are eligible by
nomination. Through an advertising campaign, neighbours, friends or family will be
encouraged to give recognition to those residents whose hard work and creativity has
helped to beautify their neighbourhood.

APPLE BLOSSOM COMMITTEE
The Apple Blossom Awards program will consist of a Committee comprised
of one member from each of the following:
BOWMANVILLE HORTICULTURAL SOCIETY
NEWCASTLE HORTICULTURAL SOCIETY
ORONO HORTICULTURAL SOCIETY
COMMUNITY SERVICES DEPARTMENT
Members of the Committee representing the Horticultural Societies may be elected by
ballot or appointed. A member from Community Services Department will be appointed.
Ideally, the Committee will meet throughout the annum on a bi- monthly basis and more
frequently at the approach of the growing season to remain current on related planning
of the program.
The evolutionary process of the program throughout the first and successive years may
require fine tuning of the Committee and as such will be evaluated at each seasons end.
Further, it is the intention that all Committee members participate as judges in addition
to assuming other responsibilities associated with the awards presentation.

Nomination forms will be made available throughout the Municipality and in addition,
forms will also be made available through each of the Horticultural Societies.
Nominations may be submitted by friends, family or neighbours and should be submitted
to the Community Services Department (see Appendix 1). Winning nominations will not
be eligible to receive another recognition plaque for 3 years from the year the award was
issued.
Consideration may be given to those who have been nominated for periods of 5 years
but have not been, during that period awarded a plaque. A special recognition
certificate will be created to keep enthusiasm perpetual. A nomination deadline of 12:00
noon on the second Friday in July is necessary in order to organize the judging and
carry out the required tasks associated with the program.
Notification will be given to each nominee describing the Awards program and outlining
the particulars as they may pertain to the Awards process. In addition, this will also
facilitate the opportunity for any nominee to decline the nomination.

JUDGING
The format outlining the judging procedure will be as follows. All Committee members
will participate in judging of each nomination. The process will commence the third
Monday in August. The judging will be tallied on a score card (see Appendix 2) and
returned to a central collection. Final scores will be tabulated to reach final selection in
three (3) categories.
RURAL RESIDENTIAL
URBAN RESIDENTIAL
COMMERCIAL AND INDUSTRIAL
The Committee during a winter evaluation of the 1 st Annual Program will evaluate the
need for additions or changes to the categories described.
JUDGING CRITERIA
Judging will be performed on the basis of the nominated property's frontage excluding
the road allowance. In the case of corner properties the front and side lot will be
judged. The awards are a recognition of excellence and are not a competition. It will
consider the entire front garden and how it contributes to the neighbourhood through
tasteful use of plant material, garden features and hard surfaces in presenting an
attractive setting for the street. The size of the property or the design of the building will
have no influence in the judging criteria but rather each landscape scenario will be
evaluated on its own merits and what it adds to the area.
The evaluation is based on three (3) groups of criteria: appearance, design and impact
(see Appendix 2). Scoring will consist of format of 1 -35, 1 -35 and 1 -30 points
respectively for each category. The content of each criteria will be printed on a score
card format for reference when on site.

AWARDS
The Apple Blossom Award will constitute a bronze plaque of approximately 6" diameter.
It is intended that the plaque incorporate an area where an inscribed plate would be
installed identifying the name and year of the award recipient. This will prevent
incorporating cost to redesign the mould each year, thus keeping annual costs to a
minimum.
Award winners in each category will be further recognized on a large plaque to be
displayed at the Municipal Administrative Centre.
All Apple Blossom nominees will receive a special Apple Blossom lapel pin, depicting
Council's appreciation of their participation in the program.

ADVERTISING
Advertising is eminent to the long term success of the Apple Blossom Awards. A
strategic campaign commencing early in the growing season and continuing at timely
intervals throughout the season will be implemented. A final awards date will be
advertised but is tentatively scheduled to coincide with the last Council meeting in
September.
The advertising program will incorporate the Awards Logo on all printed material. An
example is provided as Appendix 3.

NOMINATION FORM
The Mayor of the Municipality of Clarington is pleased to announce the " Clarington Apple Blossom Awards ".
This program will recognize the efforts of the residents of Clarington who have made their FRONT YARD or
FRONT GARDEN a source of beauty and pride to themselves and their neighbourhood. Participation is open
to all residents of residential, commercial and industrial properties within the Municipality of Clarington.
Residents and property owners are invited to nominate friends, neighbours and commercial /industrial property
owners who deserve to have their efforts recognized. Judging will be based on visual appeal, maintenance,
contribution to the neighbourhood, design features and environmental friendliness and will take place
commencing on the third Monday in August. To submit a nomination please complete the NOMINATION
FORM below and mail it to:
