Subject: REQUEST OF BOWMANVILLE KINSMEN RE: CARNIVAL
Recommendations:
It is respectfully recommended that the General Purpose and Administration Committee recommend
to Council the following:
1. THAT Report No. CS -18 -94 be received;
2. THAT the request of the Kinsmen Club of Bowmanville to use two rows of the parking lot
to run a "garage sale" at the Bowmanville Recreation Complex be approved;
3. THAT the parking lot be cleared and made available to vehicular parking no later than 4:30
p.m. June 25, 1994; and
4. THAT the Kinsman Club of Bowmanville be informed of action taken by Council.
1.0 BACKGROUND:
1.1 At the April 25, 1994 meeting of Council a request by the Kinsmen Club of Bowmanville
(Attachment #1) to utilize a portion of the parking lot at the Bowmanville Recreation
Complex to operate a garage sale or flea market was received and referred to the Director
of Community Services for report forthwith.
1.2 In reviewing the request, it was noted that the Bowmanville Recreation Complex property
is not currently zoned to permit a flea market. Subsequently consideration of the request
was given as it pertains to operating a garage sale.
2.0 PARKING:
2.1 The request of Mr. Thompson was specific to the two south rows of the Complex parking
lot. This area represents 80 of 265 parking spaces or approximately 30% of available parking
at the site.

2.2 In addition to the carnival, the fireworks display and the garage sale, the complex has also
been previously booked to facilitate a wedding reception.
2.3 Staff are recommending that the parking lot be cleared at 4:30 p.m. June 25th to ensure that
adequate parking facilities will be available to accommodate the scheduled activities.
3.0 FIREWORKS DISPLAY:
3.1 Although the area referred to in the communication as the west field has received Council
approval to conduct a fireworks display, this area is currently under construction for the Fire
Department Headquarters. Staff is concerned with respect to the feasibility of utilizing this
particular site for a public gathering under the current circumstances.
3.2 Not withstanding that Council has given previous approval, staff will review this site in co-
operation with the Kinsmen Club of Bowmanville and determine if the intended use is
appropriate in light of public safety.
3.3 Should this particular site prove not appropriate, staff will attempt to accommodate this
request at an alternate area. Members of Council will be informed accordingly.
3.4 Staff has discussed the content of this report with Mr. Thompson who is in agreement with
the recommendation.

As you know, the Kinsmen carnival will be running
June 23, 1994 to June 26, 1994 (inclusive), at the Bowmanville
Recreation Complex. Would you please bring up the following
matters at the next town council meeting:
(1) We would like to request permission for Fireworks to be
set off in the west field on June 25, 1994, at dusk.
Please note that this has been approved for the past
two years.
(2) Also, we would like to request the use of the two south
rows of the parking lot to run a flea market or garage
sale on June 25, 1994 and June 26, 1994 from 8:00 AM to
6:00 PM.
