RE: Request to Ban Single -use Plastic Shopping Bags
The Regional Municipality of Durham (Durham Region) provides waste
diversion and disposal services for over 240,000 households and
700,000 residents annually. Durham Region is highly supportive of the
federal ban on single -use plastics (SUPs) and of the provincial Blue Box
Regulation to transfer responsibility for paper and packaging to the
producers of the material.
Durham Region has taken action, where possible, to limit the use of
SUPs. Provision of SUPs has been significantly reduced in Durham
Region buildings in areas such as cafeteria services.
Further to the attached letter dated March 27, 2019, Durham Region is
writing to encourage the Ministry of Environment, Conservation and
Parks to enact a ban on single -use plastic shopping bags immediately.
While the recently finalized federal regulation to ban SUPs includes
plastic shopping bags, the regulation does not prohibit the sale of single -
use plastic bags until December 20, 2023. Many retail outlets in Ontario
already charge a nominal fee for plastic carry -out bags and some have
voluntarily phased out plastic shopping bags entirely. Customers are
accustomed to bringing their own bags or paying a fee for plastic
shopping bags. The Retail Council of Canada has previously indicated
their members prefer a uniform approach, province -wide rather than
individual municipal action on plastic shopping bags. A province -wide
shopping bag ban would eliminate the patchwork bans currently in place

ban across the province is the next logical step to address this type of plastic waste and
does not need to wait for the federal ban to take effect.
