HomeMy WebLinkAboutCS-11-94THE CORPORATION OF THE MUNICIPALITY OF CLARINGTON Subject: UPGRADING KENDAL PARK (HARVEY JACKSON PARK) It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report # CS -11 -94 be received; 2. THAT the Mayor and Clerk be authorized to enter into an agreement with the Board of Education, to utilize the school well for park purposes; and 3. THAT subject to the implementation of an agreement between the Board and the Municipality, that the Kendal Recreation Association be requested to contribute 50% funding of this project. 4. THAT Mr. Brian Foster, Mr. Mike Robinson and Mr. Sam Cureatz, Q.C. be advised of Council's decision. 1.0 BACKGROUND: 1.1 The General Purpose and Administration Committee at its meeting of October 25, 1993 directed that letters from Mr. Sam Cureatz, Q.C. and Mrs. Christine Robinson, Secretary/Treasurer for the Kendal Eagles Senior Baseball Team requesting approval and cost sharing to provide a new park building with "washrooms, running water, canteen, storage area and possibly change rooms" be referred to the Director of Community Services for review and a report. See ATTACHMENT 1 and 2. 1.2 Harvey Jackson Park is 2.5 ha. and is located at the south limit of Kendal on the west side of Regional Road 18. Similar to the Hamlets of Solina and Tyrone, Kendal maintains and operates the Hamlet Park through a volunteer group, the Kendal Athletic Association with a minimum of assistance from the Municipality. The Community Services Department assists the Association with grass mowing and ball diamond maintenance costs and provides portable washrooms on a seasonal basis. ••/2 11- B IN- 14 HEGYGlFO PAPER REPORT CS -11 -94 - 2. MARCH 21, 1994 1.3 The Municipality provides assistance to a number of groups operating municipal buildings by undertaking building profiles and providing capital improvements relating to their structural soundness. Unlike Solina and Tyrone who largely on their own initiative, have developed extensive park facilities, Community Halls and receive assistance from the Municipality, Kendal lacks the resources and the population base to draw upon to undertake similar developments. 2.0 REPORT: 2.1 2.2 2.3 2.4 2.5 Staff spoke with Christine Robinson (secretary treasurer, Kendal Eagle Baseball Team) to determine what problems they have experienced and what specifically they were proposing. Staff also contacted Mr. Brian Foster, President of the Kendal Athletic Association who was unaware of the request made by the Kendal Eagles. Mr. Foster conferred with Mr. Robinson and has advised staff that the request made was by an individual group and does not have the support of the governing Association having responsibility for the Park. Mr. Foster indicated the proposed project by the Kendal Eagles Baseball Club may be in excess of the Community's needs. Mr. Foster and Mr. Robinson have subsequently met and have revised the request by means of a letter from Mr. Brian Foster (ATTACHMENT 3). Subsequently a site meeting was held with Mr. Foster and staff to review their existing facilities and to discuss and consider their request to have water supplied to the Park. The park has two existing buildings used for storage and a concession stand. An existing dug well provides water for a short period in the spring but is not used for consumption. At present potable water is brought to the site in containers thus limiting the supply. The Recreation Association feels that their needs can be best met if a reliable water supply can be found. The present difficulty in supplying water, results in the concession stand being limited in its use to three or four ball tournaments per season. A more readily accessible source of water would encourage more use of the facilities on a regular or daily basis. The Kendal Athletic Association has placed a high priority on this project and in Mr. Foster's letter they propose to fund 50% of capital cost and are seeking the balance of funds from the Municipality. ../3 REPORT CS -11 -94 - 3 - MARCH 21, 1994 3.0 ALTERNATIVES: 3.1 The Association and staff have looked at the possibility of drilling a new well. Drilled wells in the general area of the hamlet range in depths from 125 to 175 feet, at a cost of $24.00 per foot ($3,000 - $4,200) plus additional cost of approximately $2,500 for a pump, tank, etc. 3.2 It was mutually agreed that the cost to drill a new well is prohibitive at this time and could not be substantiated with limited use. Subsequently, staff suggested the possibility of utilizing the well located at the former Kendal Public School. 3.3 Discussions with the staff of Northumberland and Clarington Board of Education indicated that school Board staff would be prepared to recommend municipal access to the Board's Water supply subject to an agreement for seasonal use. (A similar arrangement currently exists between the Board and the municipality at the Darlington Sports Centre. in Hampton). 3.4 Further review has determined that the required hook -up could be installed for approximately $2,200. With Council's concurrence the municipal portion of this project would amount to approximately $1,100 and could be accommodated within the Department's current 1994 Parks Maintenance budget. 4.0 COMMENT: 4.1 Staff are confident that the necessary arrangements can be made with the School Board which will provide an improved service to Harvey Jackson Memorial Park in Kendal. Subsequently, the Kendal Recreation Association will be able to utilize its facilities to a greater extend which in turn makes additional fundraising events available to the Association. The Kendal Eagles Senior Baseball Team and the Kendal Recreation each have a formed committee which consists of a president, vice - president, secretary - treasurer and directors. We both maintain our o-wn funding and hold monthly meetings regarding baseball in the Town of Clarington. During this past summer we have discussed the possibility of upgrading the Kendal Park. We would like to build a new building, or add to the existing building, which would consist of washrooms, running water, canteen, storage area and possibly changerooms.; We would like to do this ourselves with the help of personally known contractors. We would require some funding from the Town but we are willing to contribute to most of the costs b;+ means of fund- raising. This project has been applied for before but for unknown reasons it was rejected. This park is an excellent one and upgrading it can only make it better. We look forward to hearing from you soon. THAT the Mayor and Clerk are hereby authorized to execute on behalf of the Corporation of the Municipality of Clarington, and seal with the Corporate Seal, an agreement with the Northumberland and Clarington Board of Education. 2. THAT this agreement attached hereto as Schedule "A" form part of this By -law. By -law read a first and second time this 28th day of March, 1994.
