Subject: CLARINGTON FIRE DEPARTMENT HEADQUARTERS - TENDER
Recommendations:
It is respectfully recommended that Council approve the following:
1. THAT Report # CS -06 -94 be received;
2. THAT Oke Woodsmith Contracting Inc. be awarded the contract to construct the Clarington
Fire Department Headquarters at a bid price of $ 99.95 per square foot to an upset limit of
$1,189,900.;
3. THAT the attached By -law, marked Attachment No. 1, authorizing the Mayor and Clerk to
execute an agreement with Oke Woodsmith for the design and construction of the Clarington
Fire Department Headquarters, Ontario, be executed.
1.0 BACKGROUND:
1.1 Subsequent to the pre - qualification process the five successful bidders submitted their
proposals for the construction of the Fire Department Headquarters.
1.2 The Design Build process fosters a certain degree of interpretation which resulted in
proposals that were unique and gave interesting perspectives of site utilization, building
capacity (square footage) and structural components.
2.0 TENDER PROCESS:
2.1 Tender CL94 -1 for the design and construction of the Clarington Fire Department
Headquarters was issued with five (5) pre - qualified firms being invited to submit tenders.
Subsequently, tenders closed on Wednesday, February 9, 1994, with bids being submitted as
follows:

3.0 PROPOSAL OVERVIEW /TIME TABLE:
3.1 In evaluating each of the submissions the Committee considered a number of criteria to
assist in the selection process, examples are provided as follows:
(i) TENDER SPECIFICATIONS:
Does the proposal meet the specifications of the Tender Call?
(ii) SITE PLAN:
Is the building orientation conducive to the Municipality's requirements?
Is access to and egress from the site acceptable?
Are parking facilities adequate and in the best location?
(iii) FLOOR PLAN:
Is the building too large, or too small?
Does the layout allow for quickest response to an alarm?
Was consideration given to providing direct access by responding volunteer fire
fighters?
Is the building safe? (ie.) operation of the hose tower? ../2

(iv) STRUCTURAL COMPONENTS:
Is the exterior of the building brick, concrete, vinyl siding etc.?
Is the building energy efficient?
What type and quality of finishes is being proposed?
(v) MECHANICAL/ELECTRICAL SYSTEMS:
Is the heating ventilation and air conditioning (HVAC) system adequate?
Is heat recovery in the bay areas adequate?
Are the systems energy efficient?
What type of lighting system is being proposed?
(vi) OVERALL ASSESSMENT:
Is the building appealing?
Does the price fall within the budget?
Are we getting best value for our money?
Is the construction schedule conducive to our critical path?
3.2 Generally speaking, the Committee considered cost per square footage of building as being
more significant than total cost of the building. This aspect was critical in enabling the
Committee Members to make accurate comparisons of the proposals.
4.0 RECOMMENDED PROPOSAL
4.1 The proposal submitted by Oke Woodsmith Building Systems Inc. displayed a clear
understanding of the project specifications. The details provided a practical site plan layout
and floor plan for the building best utilizing the space made available.
4.2 Noticeably, the plan illustrates a practical traffic flow which will occur in and around this
Building and does so in an economical fashion thereby minimizing the total area of property
required for the project.
4.3 The floor plan clearly focuses on the most critical aspect of a fire station, that of responding
to a fire call. This plan effectively enables full -time and volunteer firefighters to quickly
reach the fire trucks and their equipment in the apparatus bays. At the same time, the plan
provides adequate space required for the administration offices and public spaces such that
they are immediately available to the public and the firefighters without impinging on the fire
response function.
4.4 Attachment No. 2 is provided with this report depicting the site plan, the floor plan and the
various elevations of the recommended structure. In addition, an artist's rendering of the
proposal has also been provided to assist Members of Council.

4.5 Oke Woodsmith Building Systems Inc. has extensive experience in the Design -Build method
of construction. They are currently engaged as Construction Managers for the four million
dollar ($4,000,000) reconstruction of the Huron County Playhouse in Grand Bend in addition
to a one million dollar ($1,000,000) office building in Kincardine, Ontario.
4.6 The assembled team for this project all have experience in the design and construction of
various fire stations. References provided are Woodstock, Ontario (2 stations) and Hickson
Ontario. This team has demonstrated their ability to satisfactorily meet the design, price and
scheduling requirements for this project. Our reference check provided a positive response
from each of the Municipalities in that they were satisfied with their buildings and would
consider utilizing their Firm for any future projects.
5.0 PROPONENT INTERVIEW:
5.1 During the recommended proponent's interview with the Committee on Friday, February
18th, considerable discussion regarding the issue of local content took place. Subsequently,
the Committee is totally satisfied that Oke Woodsmith Building Systems Inc. will provide
every opportunity for local trades to submit prices and ultimately obtain contracts to work
on this project.
5.2 In addition, it was agreed that this project would be displayed at the Durham Construction
Association located at 2001 Thickson Road South in the Town of Whitby. This will provide
local sub - contractors and material suppliers an opportunity to review the project documents
and submit prices to the General Contractor for the work involved. In this way, this project
will be made accessible to the local construction community and the local trades and
suppliers are encouraged to avail themselves of this opportunity to participate competitively
in this project.
5.3 It should also be noted that the recommended contractor has agreed to make the results of
their tenders and quotations available to the Municipality upon request. Finally, the
Municipality does reserve the right to not accept any particular sub - contractor.
6.0 COMMENTS:
6.1 The Committee members felt it was significant to inform Council of the fact that the
submission of Oke Woodsmith Building System Inc. was the unanimous choice of all the
members.

BY -LAW #94-32
Being a By -law to authorize an Agreement between the
Corporation of the Municipality of Clarington and Oke
Woodsmith Building System Inc., Hensall, Ontario, for the
Design and Construction of the Clarington Fire Department
Headquarters.
THE CORPORATION OF THE MUNICIPALITY OF CLARINGTON HEREBY ENACTS AS
FOLLOWS:
1. THAT the Mayor and Clerk are hereby authorized to execute, on
behalf of the Corporation of the Municipality of Clarington
with the Corporation Seal, an Agreement with the Oke Woodsmith
Building System Inc. and said Corporation.
2. THAT this agreement. attached hereto as Schedule "A" form part
of this By -law.
