HomeMy WebLinkAboutCS-03-94Report M CS -03 -94 File #: Subject: NEWCASTLE LIONS CLUB AND FOSTER CREEK VALLEY It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report CS -03 -94 be received; 2. THAT the pathway through the Foster Creek Valley in Newcastle Village be officially named and signed the "Lion's Trail" in recognition of the financial commitment of the Newcastle Lions Club to the project; 3. THAT the Community Services Department be directed to provide interim financing of the project to provide an extension of the pathway under the Edward Street bridge in the 1994 Budget submission; 4. THAT staff be authorized to execute the letter of intent (Attachment #1 to Report # CS- 03-94); and 4. THAT the Newcastle Lions Club be advised of Council's decision. 1.0 BACKGROUND: 1.1 In 1992 representatives of the Newcastle Lions Club approached staff to discuss worthwhile projects which they might undertake to build or fund. Amongst several potential projects the development of a pedestrian trail through a portion of Foster Creek Valley from Highway #2 to Sunset Boulevard was discussed. 1.2 The 1993 Capital Budget made provision to master plan and develop the main route of a "pedestrian path, safe road crossings, pause areas and seating" in Foster Creek Valley. The contract was let in December of 1993 and work is expected to progress in late April 1994. ../2 P 1111 ililS IS VRRJICU Ott -YC1 -PAPE1 REPORT NO. CS -03 -94 - 2, JANUARY 17, 1994 2.0 REPORT: 2.1 Discussion concerning the Lion's Club participation continued with their representatives prior to and following completion of the Master Plan. A proposal has been recently received (see Attachment #1) to make a financial donation specific to the Foster Creek project to finance a safe crossing of Edward Street under the Edward Street Bridge in accordance with the Master Plan (see Attachment #2). The estimated cost for the underpass is $30,000.00. The Lions Club have offered to finance this portion of the project to be paid in $10,000.00 instalments over a 3 year period. In return the Newcastle Lions Club is requesting that the path be named and signed the "Lions Trail" in recognition of their contribution. 2.2 Funds have been requested for approval in the 1994 Capital Budget Submission to permit the development of Phase 2 which would complete the project envisioned at this time. This Phase 2 will include construction of side trails, grading and seeding underpass trail and four (4) entrance signs. 3.0 COMMENTS: 3.1 Should Council support the proposal of the Newcastle Lions to finance the construction of a walkway under Edward Street, the construction will be undertaken in conjunction with the proposed Phase 2 development. Their commitment would be initially financed by Community Services Lot Levies to be reimbursed as the funds from the Club are received. Respectfully submitted, Jose,00 P. The Board of Directors of the Newcastle Lions Club and the Club itself in general session have approved the Club participation in this project subject to the following terms and conditions: I.The amount of $30^000'00 shall be paid by the Club over a period of throe years, payments of $10.800.00 per year commencing three months after the project is commenced. The said payments to be deemed to be progress payments. 2.Theopacific part of the overall project to be supported as set out above, primarily in the Footbridge through the tunnel under Edward Street and the approach and egress thereto and therefrom. lSinoathm Club raises its funds from members of the community, it facilitates the work of the Club to show the members of the public that it is making an effort to provide public facilities. We would therefore make it autipu|mtion that the facility be called "The Lions Trail" or some such name that would seem to primarily recognize the Lions Club participation on this project. Therefore vvawould ask Council to approve this project and the name. The basic planning for this project has been compiled by the Corporation's Staff and discussed through your Mr. Cameron who has consulted with Lion Murray Paterson and his Committee, both on site and meadnQe, and there has been complete agreement to this point. We do not anticipate any disagreements on the planning aspect of the project. This letter isdoemed to be an Offer mode by the Newcastle Lions Club to the 0orporution, and when signed and returned will constitute a Memorandum of |ntmntion. All matters remain negotiable.
