The region operates four LTCs, for which all of Regional Council has previously been considered the Committee of Management. Having reviewed the matter internally, it has been decided that all members of Regional Council will continue to form the Committee of Management for the Region's LTCs. This means that all members elected to Regional Council in the coming term will be required to complete the new mandatory screening measures, which includes a clean police records check and a declaration indicating no commencement of proceedings or findings of guilt in the last five years in relation to a regulated profession or professional association. For the time being, this approach is consistent with other upper -tier municipalities who are also grappling with the new requirements. Attached please find a letter addressed to all candidates seeking election to a position on Regional Council which describes the new screening requirements in detail. I would ask that you please distribute it by e-mail at your earliest convenience to all of your candidates that will be seeking election to a position that sits on Regional Council, and include a copy of the letter in your nomination packages for any future candidates. We are happy to answer any questions that may arise from candidates, and discuss this further at next week's area clerks meeting if needed. As an 605 Rossland Rd. E. upper -tier municipality, the Region provides several functions and Level 1 PO Box 623 services that are not provided by the lower tier municipalities in Durham, Whitby, ON L1 N 6A3 one of which is the operation of Long -Term Care (LTC) homes. In Canada accordance with provincial legislation, a municipality that operates one or more LTCs must have a Committee of Management comprised of 8-7711 x 2100 elected members of Regional Council. The Region of Durham currently 1-800- 372-1102 1-800- operates four LTCs, for which all members of Regional Council form the durham.ca Committee of Management. Alexander Harras In April of 2022, the Province of Ontario passed the Fixing Long -Term Regional Clerk & Director of Legislative Care Act and its associated Regulation 246/22. Section 256 of the Services Regulation introduces new mandatory screening measures that members of an LTC Committee of Management must complete. Therefore, for the 2022-2026 term of office, all elected members of Durham Regional Council will be required to complete the screening measures mandated by the provincial government. Failure to complete and pass the screening will result in an elected member being unable to participate or vote on any matters that come before Regional Council related to the Region's Long -Term Care homes, as they will not be an eligible member of the Committee of Management. The new screening measures mandated by the Province of Ontario include: A criminal record check, completed by the elected member no earlier than six months prior to the date the member is sworn into office and no later than one month after the member is sworn into office; and If you require this information in an accessible format, please contact Kaitlin Smith at 1-800-372-1102 ext. 2102. 3 7 2. A signed declaration disclosing the following information with respect to the member: a. Since the time that the police record check was completed, every charge, order of a judge or justice of the peace, including a peace bond, probation order, prohibition order or warrant to arrest, and every conviction for an offence or any other outcome of a charge for an offence with respect to: 1. Any offence under the Fixing Long -Term Care Act, the Long -Term Care Homes Act, 2007, the Nursing Homes Act, the Charitable Institutions Act or the Homes for the Aged and Rest Homes Act; 2. Any offence referenced at section 742.1 of the Criminal Code (Canada); 3. Any offence under the Cannabis Act (Canada), the Controlled Drugs and Substances Act (Canada) or the Food and Drugs Act (Canada); and 4. Any other provincial or federal offence if the offence involved, i. improper or incompetent treatment or care of a vulnerable person that resulted in harm or a risk of harm of any kind to the vulnerable person, including but not limited to physical, emotional, psychological or financial harm, ii. abuse or neglect of a vulnerable person that resulted in harm or risk of harm of any kind to the vulnerable person, including but not limited to physical, emotional, psychological or financial harm, iii. unlawful conduct that intentionally resulted in harm or a risk of harm of any kind to a vulnerable person, including but not limited to physical, emotional, psychological or financial harm, or iv. misuse or misappropriation of a vulnerable person's money. b. In the last five years from the date the member is sworn into office, every commencement of a proceeding and every finding of guilt with respect to: 1. An act of misconduct as a member of a health profession as defined in the Regulated Health Professions Act, 1991; 2. An act of misconduct as a member of a regulated profession as defined in the Fair Access to Regulated Professions and Compulsory Trades Act, 2006; and 3. An act of misconduct under any other scheme governing a profession, occupation or commercial activity, including a scheme a person is not required to participate in in order to practice or engage in the profession, occupation or activity. Construction Schedule The Region's contractor, Dom -Meridian Construction Ltd., anticipates completing the work in the fall of 2022. Road Closures The intersection of Townline Road and Taunton Road will be closed in all directions to through traffic beginning August 8 until September 23, 2022. Townline Road North will be closed to through traffic from Whitelaw Avenue to Woodstream Avenue. Taunton Road East will be closed to through traffic from Benson Street to Langmaid Road. Construction progress and unfavorable weather conditions may influence the work schedule. Local traffic and emergency services will be required to use the signed detour routes. Main Detour Route North/ South detour: Harmony Road North (Regional Road 33) and Courtice Road/ Enfield Road (Regional Road 34). x East/ West detour: King Street East (Regional Highway 2) and Durham Regional Road 3. Financial and law enforcement experts say this problem extends to other Canadian cities, most notably in the GTA; and WHEREAS the Province of British Columbia created an Expert Committee to investigate money laundering in residential real estate, which made several recommendations to the Provincial government to change the Provincial laws and for the Province to make changes to Federal laws to prevent this type of money laundering from occurring; and WHEREAS the Council of The Corporation of the City of Brantford is very concerned with the rising cost of housing caused by money laundering through the purchase of residential real estate; THEREFORE BE IT RESOLVED: A. THAT the Council of The Corporation of the City of Brantford respectfully CALLS UPON the Province of Ontario to create a similar Expert Committee as was done in British Columbia, to investigate what regulatory action can be taken to better combat money laundering in the Ontario real estate market; and B.
