HomeMy WebLinkAboutCS-28-93Date: Eby -Law Report #: CS -28 -93 File #: COMMUNITY SERVICES DEPARTMENT Subject: CAPITAL, UPDATE PARKS AND CEMETERIES Recommendations: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. That Report CS -28 -93 be received for information. 1.0 BACKGROUND: 1.1 Council approved in the 1993 Capital Budget, $561,650.00 for equipment and projects for the Parks and Cemeteries Division of the Community Services Department. In addition $70,000 was carried forward from 1992 for Elliott Memorial Park in Hampton; $72,000 for the former Bowmanville Memorial Arena site exclusive of funds provided in the 1993 Capital Budget; Bowmanville Yard landscaping - $60,000; and Mearns Park fence - $24,000-00. Attachment 1 of this Report deals specifically with the equipment, thirteen (13) projects contained in the 1993 Capital Budget and the three (3) additional projects referred to above. 2.0 HIGHLIGHTS: 2.1 A unique opportunity exists to create a trail system from south of Sunset Boulevard to Highway #2 through the Foster Creek Valley in Newcastle Village. A preliminary Master Plan has been prepared. Most recently the Newcastle Lions Club have indicated interest in the project and wish to investigate ways they might be involved. In addition public input is being sought from the surrounding neighbourhood to allow them an opportunity for input into any changes which might occur to the valley. As a result the physical construction is planned for later this year. ../2 907 REPORT CS -28 -93 "2. NOVEMBER 1, 1993 2.2 During the past number of years the Community Services Department has undertaken an upgrading of its playgrounds to meet the Canadian Playground Standards. Adoption and implementation of the standards will help to protect the Municipality from potential liability and ensure our playgrounds are safe for public use. The upgrading of Orono, Solina, Waverley and Tyrone Parks along with the Bowmanville Lions Centre playground completes our program. 2.3 The general improvements to Soper Creek Park in recent years has led to increased popularity and use of the park. In response a major playground addition has been installed to better service the wide range of ages and interests of children using the Park. 2.4 The former Bowmanville Memorial Arena site now called Rotary Park is currently under construction. The bridge across Bowmanville Creek, the connecting valley pathways and construction of the staircase is expected to be complete later this year. Potential for erosion of the slopes along the valley not previously identified has required that stabilization with grass and shrubs be undertaken. 2.5 Sidney B. Rutherford Woods/Walk Park path construction and frontage enhancement is currently in progress. An engineered bridge over the tributary of Wilmont Creek to replace the existing culverts is pending awarding of the tender. 2.6 It was necessary to make major repairs to the Newcastle Tennis Courts in order to keep them safe and operational for public use. The work has been completed except for the repainting of lines. 2.7 Upon execution of an agreement between C.L.O.C.A. and the municipality construction of the long awaited Elliott Memorial Park has been undertaken. The park retains its existing soccer field and now features a junior and intermediate playground, a circular walkway, a basketball pad, and new stone gates for the Mill Street frontage similar to the existing gates on Old Scugog Road. 2.8 The termination of our lease of the former Park Depot on Highway #2 and Regional Road #57 late in 1992 and our relocation to the Bowmanville Yard has allowed us to make major changes to the Yard and its appearance. The perimeter fence has been moved back from both Liberty Street and Lake Road. Approximately sixty (60) deciduous and coniferous trees have been added across the frontage along with a shrub /flower bed and sufficient room for ../3 A REPORT CS -28 -93 - 3. The internal portion of the Yard has been reorganized to remove or screen as much as possible unsightly views and to allow for the safe operation and organization of the Yard.
