That Report CS -17 -93 be received for information; and 2. That Report CS -17 -93 be forwarded to the Orono Arena Board and informed of action taken by Council. 1.0 BACKGROUND: 1.1 In the 1993 Capital Budget Program approved by Council, staff identified the legislative requirement to conduct a structural adequacy inspection at the Darlington Sports Centre and the Orono Community Arena. 1.2 The Guidelines under the Ministry of Labour require that in the investigation of a structure, an Engineer must: 1) make a detailed examination of the structural members and connections to determine their condition; and 2) undertake an analysis of the stresses in the members and connections to evaluate the structural adequacy of the structure; and 3) report on the structural adequacy of the building as shown by the examination and structural analysis in relation to the Ontario Building Code requirements. 1.3 The Municipality engaged the services of Totten Sims Hubicki Associates to carry out the requirements of the Guidelines for the investigation and repair of an arena structure. ../2 0 REPORT NO. CS -17 -93 - 2 - JULY 19,1993 1.4 The full reports of both the Darlington Sports Centre and the Orono Arena have been completed and are available in the Council Library. 2.0 OBSERVATIONS - DARLINGTON SPORTS CENTRE: 2.1 The Darlington Sports Centre constructed in 1974 has satisfied all the structural elements as outlined on pages 10 & 11 of the Structural Report, Darlington Sports Centre May 1993. (Attachment #1) 2.2 The Totten Sims Hubicki Associates have concluded that these components are adequate to support current Ontario Building Code requirements. They further recommend that the next inspection take place in five years as per the Guidelines of the Ministry. 3.0 OBSERVATION - ORONO ARENA: 3.1 The Orono Arena and Community Hall building was constructed in 1978. 3.2 Totten Sims Hubicki have concluded that the Community Centre Structure is in good condition and is adequate to the loading requirements of the Ontario Building Code. 3.3 The recommendations outlined on page 8 (Attachment #2) will be addressed by the arena staff on a regular basis. The Consultants also recommend that the next inspection take place in 5 years as per the guidelines of the Ministry. 4.0 PROCESS 4.1 The Inspection Reports have been forwarded to the Ministry of Labour for their review and certification. Ko' eff, Department of Community Services Chief Administertive Officer JPC:FH:dm Attachment ATTACHMENT #1 STRUCTURAL REPORT DARLINGTON SPORTS CENTRE Page 10 A review of the concrete members of the arena seating has also been carried out and it is concluded that the seating and supports are adequate for the load requirements of the Ontario Building Code. 5.0 CONCLUSIONS AND RECOMMENDATIONS Roof Deck The timber roof deck is in good condition and is adequate to support the loading requirements of the Ontario Building Code. Open Web Steel Joists The open web steel joists are in good condition and are adequate to support the loading requirements of the Code. Exterior Walls The exterior concrete block masonry walls are in good condition and are adequate to support the load requirements of the Code. Cracks in the concrete block masonry walls should be re- pointed. Shrinkage cracks should be caulked to enable movement to take place. The joints in the eavestrough should be caulked as required to prevent deterioration of the masonry block walls. % 'J totten sims hubicki associates STRUCTURAL REPORT DARLINGTON SPORTS CENTRE Page 11 Seating The arena seating is in fair to good condition and adequate to support the loading requirements of the Code. Dressing and Electrical Rooms The timber deck roof system and structural steel members are adequate to support the loading requirements of the Code. Ice Machine Room, Foyer and Stairwell The concrete roof slabs of the ice machine room, foyer and stairwell are in good condition and are adequate to support the loading requirements of the Code. Lobby, Cafeteria and Meeting Room Areas The concrete floor and roof slabs are in good condition and are adequate to support the loading requirements of the Code. The vertical crack in the stairwell in the north -east corner of the lobby area should be monitored further. The south wall of the arena area may be sealed from the exterior to prevent moisture infiltration causing the paint to blister. Furnace Room The timber deck roof system and structural steel members are in good condition and are adequate to support the loading requirements of the Code. The steel supporting beam should be painted (touch up) as requried to prevent future corrosion. totten sims hubicki associates ATTACHMENT #2 STRUCTURAL REPORT Page 8 ORONO ARENA AND COMMUNITY HALL 5.0 CONCLUSIONS AND RECOMMENDATIONS General 1. It is concluded that the Community Centre structure is in good condition and is adequate in relation to the loading requirements of the Ontario Building Code. 2. The roof system over the building is in fair condition and relatively leakproof since the repairs and painting were carried out. We also note that the type of metal roof with exposed fasteners is subject to leakage as the fasteners deteriorate and work loose. A continuing programme to detect roof leaks and repair the loose fasteners will be required to maintain the integrity of the building roof system. 3. The caulked joint in the concrete slab over the parimutuel betting area should be monitored and repaired as needed. We expect that leaks may occur at the joint between different elements of the concrete. 4. The minor cracks that are present in the exterior masonry walls around the building are not considered to be of major significance at this time. The cracks should be routed out and caulked to prevent moisture infiltration and damage to the wall materials. 5. The interior structural steel columns should be cleaned and painted to prevent further corrosion. Special care must be taken in the cleaning and preparation in order to ensure proper adhesion of the paint. totten sims hubicki associates ),J 5
