Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council;
1. That Report CS -16 -93 be received for information.
1.0 BACKGROUND
1.1 The Community Services Department encourages official openings
for parks and facilities to assist the public in becoming
aware of the park and recreational opportunities available in
the community. These ceremonies will also provide an
opportunity for the public and the Town to express
appreciation to the developer who has financed and constructed
the park. Three parks have been completed this year for which
official ceremonies are being planned.
2.0 OFFICIAL CEREMONIES
2.1 The official ceremony for each park will be site specific
and will be advertised through individual news releases
to the media and invitations will be extended to the
local public by way of a flyer delivered to the
residences.
2.2 The ceremony will consist of a welcome extended to the
public, an introduction of guests, a brief history of the
park, its size and area of its service, an official
ribbon cutting ceremony and where a sport field is
included a brief first pitch ceremony prior to an

official game. Refreshments will be served to the public
and guests.
3.0 NEW PARKS
3.1 Penfound Park is located in Ward 1 on Hemmingway Drive,
Courtice (Attachment #1) and abuts Sister Teresa Separate
School. The 7.78 acre park features a ball diamond, a
soccer field, playground, gazebo and a walkway which
circulates through the landscaped park.
3.2 Moyse Parkette located in Ward 1 is on Moyse Drive,
Courtice (Attachment #2). The 2 acre parkette features
a playground basketball pad and walkway which passes
through the landscaped park and can in time be extended
through the adjacent open space.
3.3 Glenabbey Parkette is a 1.5 acre parkette located on
Glenabbey Blvd. in Courtice (Attachment #3). The
Parkette features a gazebo, spray pad, playground,
basketball pad and a walkway which circulates through the
park and provides by means of a bridge access to the
residents on the opposite side of the abutting
watercourse.
3.4 Attachment #4 is provided to assist Council in locating
the park sites.
4.0 OFFICIAL CEREMONY SCHEDULED DATES
4.1 The following dates and times are tentatively scheduled
for:
a) Penfound Park September 17 11:00 a.m.
b) Moyse Parkette September 24 11:00 a.m.
c) Glenabbey Parkette October 1 11:00 a.m.
4.2 Elected officials, developer, landscape architect
contractors and members of staff will receive individual
invitations to participate once all appropriate
arrangements have been made and confirmed. An update to
the program will be supplied to Members of Council

confirming the location, time and dates prior to the
events. Attendance by the Mayor and Members of Council
would be appreciated.
